- A prior Sources Sought Synosis was issued on 19 January 2007 under solicitation number N00189-07-Q-Z014 to determine the availabiity of potential sources capable of providing the U.S. Navy with testing services to detect antibodies to the Human Immunodeficiency Virus (HIV) in serum and plasma samples taken from 1,300 Naval Submitting Activities worldwide. The information received in response to the sources sought synopsis has resulted in the issuance of formal Request for Proposal (RFP) N00189-07-R-Z027. RFP N00189-07-R-Z027 is being issued on an unrestricted basis and will be posted to www.neco.navy.mil by close of buisness on 04/18/2007. The Navy's acqusition as initially defined and synopsized in the Sources Sought Synopsis issued 01/19/2007 remains unchanged, with the exception of the following: The Navy estimates submitting approximately 60,000 to 90,000 specimens per month for initial HIV-1/2 screenings, vice the previously synopsized HIV-1 screenings. RFP N00189-07-R-Z027 will require the submission of technical and price proposals with technical considered more important than price. As noted above, the RFP will be made available electronically at www.neco.navy.mil. Paper copies, faxed copies, or e-mail copies of the RFP will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments issued thereto.
