Description
This is a Request for Comment for the Federal Aviation Administration (FAA) System Wide Information Management (SWIM) Program. We are soliciting comments from industry regarding our technical requirements and architecture. This is not a Screening Information Request (SIR) or a Request for Offer (RFO). The FAA is not seeking nor accepting unsolicited proposals. We will not pay for any costs associated with responding to this RFC. All costs associated with the RFC submission will be solely at the interested parties' expense. Today's National Airspace System (NAS) comprises systems developed over time for specific purposes. The Next Generation Air Transportation System (NGATS) relies upon a new decision construct, bringing more systems, customers, and service providers into the process. Timely data will be needed at more places, for more purposes, and in common formats to ensure consistent use. Today's hard-wired infrastructure cannot readily support this evolution. These new "data customers" need to be provided the governance and policy that tells them how to connect to existing, open interfaces instead of having to design, develop, test, implement, and maintain new ones at great expense. This situation represents a performance gap that must be bridged for NGATS to be successful. The System Wide Information Management (SWIM) Program will close this performance gap by providing a secure NAS-wide information web to connect FAA systems to each other, and enable interaction with other members of the decision making community including other agencies, air navigation service providers, and airspace users. SWIM will provide policies, standards, and core services to support data management. SWIM will leverage existing systems and networks to the extent practicable and use proven technologies to reduce cost and risk. SWIM will be developed incrementally based upon the needs of various data communities, maturity of concepts of use, and segments that are right-sized to fit reasonable cost, schedule, and risk thresholds. SWIM Segment 1 (FY 2009-2013) is envisioned to include capabilities such as publishing Special Use Airspace (SUA), surface position data, Corridor Integrated Weather System (CIWS) and Integrated Terminal Weather System (ITWS) data to NAS users, providing the Traffic Flow Management (TFM) Flow Object, capturing and publishing Pilot Reports (PIREPs) to controllers, among others. The Segment 1 capabilities will not be finalized until the Final Investment Decision scheduled for June 2007. See attachments
