Description
This is a SOURCES SOUGHT notice to determine the availability of potential small businesses (e.g., 8(a), veteran-owned small businesses, service disabled veteran owned small total small businesses, HUB Zone small businesses, small disadvantages businesses, and women-owned small businesses) with the capability to full the terms of the contract. Purpose: To layout and design journal content as supplied by PHR. Statement of Work: The Contractor shall furnish design and layout service for Public Health Reports, the journal of the US Public Service, published six times per year. Final products will include formatted materials on appropriate media, complete with specifications for the publisher, to permit timely and quality conversion of text and graphics into print and internet posting. The duration of the contract shall be for one year, starting with the 122 Vol/number-4, July/August 2007 issue with up to 4 more one year options for a possible total of 5 years. The journal is perfect bound, approximately 8.5? x 11?, one color text with black plus a pre-selected PMS metallic colors on covers 1-4. Average length is about 130 pages although from time to time it might run more or less. Throughout the journal photographs, tables, figures, and other graphics must be fit into the text. Specific components of the layout include: - Table of Contents - Editorial Page(s) - Letters to the Editor - Individual Departments -Chronicles -Law and The Public Health -Schools of Public Health -NCHS Dataline -International Observer - Local Acts - Student?s Corner Each has an individual logo and there are title, header and format differences. These might contain artwork, photographs, graphics, tables, and Figures. -Feature articles-might require individual design of the opening spread, and customized layout of the remaining pages. There can be from zero to one feature articles per issue. -Viewpoint articles- These articles are expanded commentaries. They have no particular structure. There can be from 1 to 10 Viewpoints per issue. -Research articles- These articles follow a strict format. They include a structured abstract that appear on one page before the body of the article along with authors and affiliation. There will often be tables, graphs, and other statistical figures as necessary. There can be from 1 to 10 of these articles per issues. -Practice articles- These articles follow a format, although there are exceptions. They include a narrative abstract that appear on one page before the body of the article along with authors and affiliations. -Photo essays. These require creative presentation and space conserving layout. - Covers 1 through 4 - Front cover requires creative and sensitive layout and design. -Covers 2 through 4 require standard wording and format, with occasional updating. Public Health Reports shall provide the Contractor with the following: -Copy is supplied in Microsoft Word files. -Graphics: Completed graphs or just data points are supplied for graphs. Contractor might be required to redraw to style (bar, pie, and line graphics). -Supplied photographs, slides, and/or high-resolution electronic images -PHR on occasion will supply just the concept for a photograph or graphic and contractor would be required to locate photograph or graphic from appropriate resources, or actually arrange to take photograph or create graphic. -Cost of all photographs and images are the responsibility of contractor. The Journal may use all standard fonts and may ask supplier to create new custom fonts: Contractor Requirements: The Contractor shall set aside the staff and time to meet our prearranged production schedule of six publications per year. The turnaround from the time copy is supplied to the contractor, until the disk is delivered to the printer, should not exceed 20 working days. For each issue the contractor shall prepare design schedule to accommodate all the steps described as follows: -Receive copy electronically or on compact disc. - Format tables into PHR style, data provided on disc. - Create charts and graphs in accordance to style, graphs and data points provided on hard copy. - Run full-size laser galley proofs for review by authors. - Proof read all galley proofs and make all edits and changes as marked on galley proofs by editors of Public Health Reports. - Provide photographic research as required to procure subject-related stock photography. Fax or FedEx photographs or email jpg images to PHR for approval of editorial staff. Follow through with all related payments as necessary. Approximately 3 times per year PHR will ask for original photographs, on specific topics, to be taken by contractor?s photographers. - Crop, size, and scan in all photographs and illustrations for high-resolution placement in electronic files. -Prepare imposition according to pre-set editorial flow rules and guidelines. Send to PHR at the same time as galleys for approval. - Work with PHR editors in selecting cover photographs. Design and layout entire journal, incorporating photographs and illustrations, tables, boxes, sidebars, and pull-quotes, as necessary. Maintain current design style and tone, making suggestions for improvement as necessary. -Provide complete, paginated set of laser proofs in page spreads. Send to the editor for review. Make edits and/or layout changes, and send pages to the editor for approval. -Send one set of color proofs of covers 1 and 3 to the editor for approval before sending electronic files to printer. -Send compact disk to Journal, which contains a copy of the files sent to the printer. -Send XML copy to the printer suitable for PubMed Central -Make changes to the blue line as required. -Make minor improvements to design template and style on a very occasional basis. -Separate cost of column ?From the Schools of Public Health? and bill to the Association of Schools of Public Health directly. Government Responsibilities: For each issue of Public Health Reports, the Editor shall provide the Contractor with the following materials and responses according to the production schedule developed by the Contractor in consultation with the Editor: -Manuscripts in Microsoft Word, or other agreed upon word processing program, electronically or on compact disk with accompanying hard copy. -Data for figures with accompanying hard copy. -Photographs and illustrations, when available from authors, photographers, and web site addresses. -Selection of photographs and illustrations from among those provided by Contractor when needed. -Editor?s art and collateral commentary (instructions) for each issue. -Proofread all material for errors. -Corrected galley proofs reviewed by the authors and the editorial staff. -Reviewed and corrected layout pages and color proofs, with final sign-off. -Reviewed and corrected blue line when called for, with sign-off for the printer. E. Contractor Reporting Requirements and Deliverables: The following deliverables will be provided by the Contractor for each issue: -Detailed production schedule -Laser galley proofs in full size - Photo and illustration options - First and second pages - Laser page proofs -Edits and corrections for page proofs -Revised page proofs -Color proofs of Front cover with Table of Contents -Compact disk, complete set of laser pages, and required paperwork (specifications for the electronic product as required by the printer) supplied to the printer F. Inspection and Acceptance Criteria: The Editor will review and approve each deliverable within the contractor supplied schedule. Evaluation Factors: General: Pursuant to FAR 52.212-2. Evaluation - Commercial Items (January 1999, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past-performance when combined, are significantly more important the cost/price. Mandatory Qualification Criteria: Listed below are mandatory qualification criteria. The qualification criteria establish conditions that must be met in order for your quote to be considered for award. A minimum of 3 years prior experience in design and layout services for technical/professional journals, magazines, and published documents. Experience with a minimum of 5 commercial deisgn and layout services in a professional field. Experience with a minimum of 2 commercial design and layout services for a scientific/technical publications similar to that of the Public Health Reports. The quoter shall include all information with documents and/or supports the qualification criteria in one clearly marked section of its quotation. Technical Evaluation Criteria: The following technical evaluation criteria will be used by the Government when reviewing the technical portion of the quotation. The criteria below are listed in the order of relative importance with weights assigned for evaluation purposes. 1. Personnel - Personnel proposed under this requirement must provide documentation of training and/or education and experience in the field of editing, publishing, publishing, and design and layout services - Points 30 2. Schedule - Provide documentation or references that can attest to the ability to deliver projects according to schedule - Points 30 3. Samples - Provide at least 5 samles from within the last 5 years of relevant work that will be performed as stated in the Statement of Work. If available via the World Wide Web, submit the complete web address. - Points 20 4. Past Performance - Provide at least 3 references fromt he last 3 years including: Name of Project Type of Publication Contact Person (name, email address, and phone number) - Point 10 5. Facilities - Provide a list of in-house computer resources and operating systems that are used. (ie. Macintosh and PC compatible CPUs, Windows X, Mac OS X, Linux, DVD/CD read and write drives, Backup provisions, etc.) Include a list of word processing software routinely used such as MS Word, Word Perfect, etc. List all publishing software that is used, such as Quark, Pagemaker, InDesign. Include a list of equipment used for Graphics photography and final camera-ready output for gallery and page proofs - Points 10
