Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Aircraft Operations Center (AOC), located at Mac Dill AFB, FL requires a vendor that can provide an Iridium transceiver with tracker, internal GPS, and installation kit that is compatible with the Tracker AFF System currently utilized on the NOAA Twin Otter Aircraft. CRAD intends to establish a fixed price purchase order for the purchase of one (1) Iridium transceiver with tracker, internal GPS and installation kit (part number ?Flightdeck ? 7000?), one (1) NAT dial pad with display (part number 1616-301-01A), and one (1) Module, configuration/SIM reader (part number 1616-905-02) on a sole source basis with Skyconnect based on the following reasons: 1) Skyconnect designed and manufactured the Tracker AFF system; 2) The continuous tracking position event messaging capability of this system satisfies the Interagency Committee for Aviation Policy (ICAP ? through ICAP, GSA and federal agencies work together to identify and coordinate the policy views of the federal aviation community and to foster the safest, most efficient and effective federal aviation operations) recommendations for NOAA aircraft positioning reporting; 3) Using the same system fulfills another element of the ICAP initiative to standardize the reporting capabilities and equipment of all NOAA aircraft; 4) Skyconnect is the only company that manufacturers the Tracker AFF System. All NOAA aircraft must have the same equipment installed to reduce the training needed for flight and air crews. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Proposals can be faxed to (816) 274-6923 or submitted via email to carey.m.marlow@noaa.gov . A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, a summary of its technical capability to provide the specified equipment or equipment equivalent in form, fit, and functionality. Descriptive literature for equipment other than that specified is required. The literature must be in sufficient detail to enable the Government to determine compatibility with existing equipment, and determine if consideration for other equipment is feasible or advantageous to the Government, considering spare parts, the cost of testing, standardization, consistency, training, and price. Proposals will be evaluated to the extent of determining whether to conduct a competitive acquisition for the equipment. The applicable NAICS code is 334220. DOC, CRAD requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR.
