- COMBINED SYNOPSIS/SOLICITATION Asbestos Cleanup Grand Coulee, Washington Solicitation 07SQ171009 [Issued as Request for Quotation (RFQ)] U S Bureau of Reclamation Grand Coulee Power Office P O Box 620 - Code 7810 Grand Coulee WA 99133 For questions please contact Pamala K Marrs, Purchasing Agent, 509-633-9512 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FEDERAL ACQUISITION REGULATION (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 07SQ171009 and is issued as a Request for Quotation (RFQ). This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. This acquisition is a 100 percent SMALL BUSINESS SET-ASIDE. The applicable North American Industry Classification System (NAICS) Code is 562910, and the small business size standard is $11.5 million dollars. Wage Determination No. 2005-2565, Revision 2, dated 02/15/2007, is made part of this solicitation. Quotes are due May 3, 2007, 4:00 PM, PDT at the address above. The offeror must electronically complete annual representations and certifications via the ORCA website at http://orca.bpn.gov prior to award. The Government anticipates an award of a firm-fixed price purchase order with some minor time and materials resulting from this RFQ on or about May 8, 2007. To take advantage of business opportunities with Bureau of Reclamation (BOR) and Department of the Interior (DOI) you must register your firm with Central Contractor Registration (CCR) at www.ccr.gov. These services will be purchased in accordance with FAR Part 13, Subpart 13.5-"Test Program for Certain Commercial Items." Simplified Acquisitions Procedures apply. The Bureau of Reclamation has a requirement for Contractor services to provide oversight and program management to remove asbestos and lead contamination from disassembled hydroelectric generators, and associated equipment. The work will take place in Grand Coulee, Washington (located in Grant and Okanogan Counties). Two copies of the proposal will be submitted. One copy will be priced and one copy will be unpriced. A site visit will be held on April 26, 2007 at 9:00 AM PDT, prior to proposal submission so that Bidders may see the complexity of the work sites. All questions arising from this site visit must be put in written form and faxed to Pamala Marrs within 24 hours at 509-633-9175. She will then fax all of the questions, with the Government's answers, to the companies that have attended the site visit. A modification to the RFQ will be posted on www.fedbizopps.gov.
