- SINCGARS Engineering and Field Support Services Description: The United States Army Communications-Electronics Life Cycle Management Command (C-E LCMC) intends to award a sole source, five (5) year, Cost Plus Fixed Fee (CPFF) Indefinite Delivery, Indefinite Quantity (ID/IQ) type contract for the procure ment of Engineering and Field Services in support of the Single Channel Ground and Airborne Radio System (SINCGARS), the SINCGARS family of products, the Internet Controller (INC), and improvements to the current SINCGARS product line, Solicitation No. W15 P7T-07-R-J002. The resultant contract will be sole source, 5 year Indefinate Delivery, Indefinate Quantity (IDIQ), Cost Plus Fixed Fee (CPFF) contract. The NAICS Code for this requirement is 541330, Engineering Services. The C-E LCMC Acquisition Center is soliciting, on a sole source basis, an acquisition for Engineering se rvices which are required in support of SINCGARS, including all versions of the Advanced Systems Improvement Program (ASIP) radio and the ASIP-Enhanced (ASIP-E) radio, and older models of this system. The services include technical and operational test sup port, analysis, and system integration, as well as required software/design improvements to support enhancements to the performance and capabilities of the TI. Additionally, the required services are needed to support improvements to the current SINCGARS p roduct line, to include attachments to the ASIP and ASIP-E radios for future interoperability, such as the EGR, GPS Fan Out Box, SARM, and VRCU. Continental United States and Outside Continental United States field support services are required for all of the aforementioned products, on an as needed basis, to respond to field-reported issues. A Performance Work Statement (PWS) will be utilized incorporating metrics and incentives established through task orders. Services on the contract will be ordered by i ndividual task orders. Each task order will set forth all requirements, delivery schedule, shipping instructions and the applicable price. This solicitation is a Request For Proposal (RFP) and the Solicitation number for this buy is W15P7T-07-R-J002.
