Description
Contracting Office Address Department of the Army, Project and Contracting Office, Joint Contracting Command-Iraq, PARC Reconstruction (Services Sector), Baghdad, Iraq, APO AE, 09348 Description SYNOPSIS W91GXX-07-R-0007 Contractor shall provide all qualified personnel, labor, equipment, tools, materials, supervision, transportation and facilities and any other items required to perform the following service. The US Government intends to award a firm-fixed price service contract to a single source under other than full and open competition; pursuant to (FAR 6.302-1; Only One Responsible Source and no Other Supplies or Services will Satisfy the Agency Requirement) in performance of the following services: Contractor shall complete the remaining commissioning activities at Doura Thermal Power Plant (Unit 5) in accordance with the anticipated Statement of Work. The United States Army, Corp of Engineers, Gulf Regional Division (GRD) requires the immediate availability of contracted resources to provide the technical expertise required to complete all remaining commissioning work on the Protection Systems as required for start-up, return to service and testing of the unit. The contractor shall provide the technical aptitude and specialized resources necessary to complete the remaining commissioning work. Testing of the Electrical and C&I (on the Turbo-Generator) and Auxiliaries, Boiler and Auxiliaries, and the BOP relating to the DCS, will be required in preparation for Plant start-up. Equipment set-up and testing of protection systems are required for all pre start and post start-up activities, as well as tuning of the associated systems for load testing. Specific areas that are to be delivered: ? Commissioning of Protection Systems for BOP areas ? Commissioning of Protection Systems for Boiler and Auxiliary Plant ? Commissioning of Protection Systems for Turbo-Generator & Auxiliaries ? Unit Steam Blow ? Unit start-up ? Off-Load Testing and Tuning of systems ? Unit Synchronization and Optimization ? On-Load Testing The scheduled Period of Performance for this project is (5 May 2007 - 5 August 2007).
