Description
The United States Air Force Academy (USAFA), Department of Foreign Languages, currently has a requirement for a new,fully operational, 100% digital, language lab learning system software. This sources sought synopsis is part of Market Research as required by FAR Part 10. Results from this sources sought synopsis will be used to aid in acquisition planning and determination of possible set asides for small business. Attached is a DRAFT Performance Work Statement (PWS). This PWS is draft only. The final PWS will be attached to an upcoming solicitation. All interested business concerns shall indicate interest in this acquisition by providing the company name, mailing address, phone number, electronic mail address, business size category (i.e.: Small Business, HUBzone, Small Disadvantaged Business, Service Disabled Veteran) to michael.fredericks@usafa.af.mil no later than 12:00p.m. MT, 24 April 2007. Interested Offerors shall submit information supporting their capability and past performance information related to developing, delivering and installing language lab learning system software. Past performance may include at a minimum three (3) references. For purposes of this acquisition, the NAICS code being considered is 541512. The anticipated business size is $23M. Small, Historically Underutilized Business Zone (HUBZone), Women-owned, Veteran Owned and Service Disabled Veteran Owned businesses are encouraged to submit data. Based on the responses received, the Air Force Academy may conduct one-on-one discussions to further identify potential suppliers of this support. A subsequent synopsis will be issued at a later date to provide solicitation issuance details. Contractor should refer questions to Mr. Michael Fredericks at michael.fredericks@usafa.af.mil. Attachment: SOW DRAFT Statement of Work Language Learning Center ? Laboratory Learning System Objective Provide Department of Foreign Languages (DFF) with fully operational, 100% digital, language lab learning system software. New system will be available in existing, renovated Learning Language Center, and will serve up to 100 student positions and 5 teacher stations. New digital laboratory will amplify resources used in beginning, intermediate and advanced language courses taught in Department of Foreign Languages. Task Develop, deliver and install new language lab learning system software on up to 100 student computers and 5 teacher stations. Deliver and install one Windows based server to support new laboratory operations. This program should allow cadets to study all language courses offered by USAF Academy, Department of Foreign Languages. This software shall not limit courses to Roman based characters languages only. This software should provide the opportunity for expansion to include wireless technology. As a minimum, the program will: 1. Be fully Windows compatible to include using Windows? capabilities to input and manipulate non-Roman orthographies. 2. Be available for use on the language lab computers, using existing Language Learning Center network. 3. Permit two students per station configuration availability. 4. Allow students to login to any available class/teacher offered during the particular lab session. 5. Chat feature to support windows XP foreign language input of non-roman characters. 6. Administrator or instructor?s computer management/control of student computers, as a minimum shall include the following: - View multiple student screens on teacher?s display - Blank student screens. - Lock student keyboards and mice. - Show teacher?s screen to one or all students. - Show a student screen to one or all students. - Reboot or turn off all student PC?s - Open any applications on the student PC?s - Allow or deny student access to the Internet. - Direct all student PC?s to a specific choice of website. 7. Administrator or instructor?s voice communication management/control for both students at a computer station, as a minimum shall include the following: - Monitor, Intercom and All Call. - Grouping (minimum 8 groups) - Group Call - Fixed Pairing - Random Pairing - Conferences (minimum 8 conferences) - Telephone Dialing - Conversations can be recorded, evaluated, saved and replayed to students. - Support audio formats such as: MP3, WAV. Support for WMA if possible. - Call teacher function 8. Administrator or instructor?s voice recorder management/control, as a minimum shall include the following: - Open File - Close File - Collect Recordings - Set/Clear Bookmarks - Variable-speed playback - Skip silence feature in order to save time during evaluating student recordings - Audio can be sent directly from CD to students 9. Administrator or instructor?s video management/control, as a minimum shall include the following: - Digital video distribution, broadcasting - Transfer analog recordings to the student PC?s - Audio cassette and VHS tapes are ?digitized? as they are transferred to the active student computers - Variable speed playback - Watch video with voice recording - Support video formats such as: Mpeg1, Mpeg2, and AVI. Support for WMV if possible. - Video can be sent directly from CD/DVD to students. 10. Testing function as a minimum should offer: - Multiple choice - Short essay with support of non-Roman characters. - True/False 11. Windows 2003 Server shall be delivered and installed to support the new system in the Language Learning Center. As a minimum the new server should include the following - IBM platform - 3 Ghz processor - 2 GB of memory - 1 terabyte of storage space 12. Training - At least 1 day on-site of training on the system (minimum 7 hrs.) must be offered to the Department of Foreign Languages right after installation of the new software. 13. Software support. As a minimum Department of Foreign Languages will get: - Toll free support regarding technical issues (at least 12 hours a month) - Toll free support regarding operational issues (at least 12 hours a month) - online technical support (no limit) - Upgrades supplied on CDs or DVDs and provided for Language Learning Center IT professionals. - System support cost shall not exceed $5,000.00 a year for least years from contract date. Deliverables 1. The language lab management system delineated above under ?Task?. 2. The contractor must ensure DFF can use the materials for the intended instructional purposes, and must relinquish any claim to DFF of copyright for materials developed under this contract. Period of performance 1. System setup, installation and training: - This contract covers the period starting 16 July 2007 and ending 08 August 2007. According to our current plan, 30 July 2007 to 7 August 2007 would be ideal for installation and training. 2. Support - This contract covers the period starting 16 July 2007 and has no time limit. However, Department of Foreign Languages reserves the right to cancel support at any time. Government furnished materials The government will furnish language laboratory space, computers, laboratory furniture and network. Contractor Requirements The contractor is to furnish DFF with a software system, server and qualified programmer/programmers with abilities to install system on existing network and make it operational. This project is estimated to take a maximum of 10 days to complete installation and setup of the new system
