- COMBINED SYNOPSIS/SOLICITATION Tactical Radios/Accessories I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. II. This solicitation is issued as a request for quote (RFQ). Submit written quote (to include price quote for all options) on RFQ reference number FA2517-07-T-6038 III. This solicitation document and incorporated provisions and clauses are those in effect through Fed Acquisition Circular 2005-12 IV. This solicitation is a Small Business set-aside. NAICS Code is 423690, Small business size standard is 100 employees. V. This combined synopsis/solicitation is for the following commercial items: 001: P/N TSE-AM-SAT-50, MFR: Tactical Support Equip: 50 Watt UHF Remote Dama Amplifier, Qty 2 ea. 002: P/N FORAX-SC2, MFR: Systonics, Two-Radio tactical RF-over fiber system, Qty 1 ea. 003: P/N: FORAX-SC2-28V, MFR: Systonics, AC-DC Power Adapter, Qty 2 ea. 004: P/N: FORAX-SC22-EW, MFR: Systonics, 2 year Warranty, Qty 1 ea. 005: P/N: RF-5850-PS001, MFR: Harris, Power Supply AC/DC, Qty 2 ea. VI. Description of requirement: This is a brand name or equal requirement. Or equal submissions must meet the following minimum salient characteristics: Radios must be capable of operating in the frequency range of 30-512 MHz in the following RF bands: VHF low; VHF high; UHF AM, FSK, and ASK; UHF SAT (single channel and Demand Assigned Multiple Access (DAMA)). Radios must compatible with the following waveforms: SINCGARS; HaveQuick I/II; retrofit to high-performance waveform through software. Radios must have built-in COMSEC capability. Radios will be software based for user interface. Radios must have a data transfer rate of 56 kbs. Radios must have required power supplies for fixed base station operation from 110 volt power. Antenna remote system must provide the capability to link two radios to antennas via fiber optic from the basement of a headquarters to the roof with an optical loss budget of less than 5 dbo. System must include high power RF amplifiers with no less than 50 watts output at the antenna. System must include all associated coaxial cables for connection to radios. System must include power supplies to operate from 110 volt in a fixed base station application. System is rack mountable in standard computer racks. Vendor shall provide a Support Liaison, monitor all warranty claims and shall provide detailed reports on all models. Systems shall have a 3 year Warranty with Toll-Free Phone or Web Support. VII.
