- The 377th Contracting Squadron, Kirtland AFB, New Mexico, is seeking potential sources to provide all equipment, software, software licensing, installation and technical support necessary to perform the Network Appliance F880 Storage Server Upgrade (see attached Statement of Need) at the Space Development and Test Wing, Kirtland AFB, NM. Potential offerors shall submit a Statement of Capability (SOC) that addresses the ability to perform such services. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. Firms responding should indicate if they are a SBA 8(a), HUBZone and Service-Disabled Veteran Owned business. Identify your responses with the corresponding Program Title: Sources Sought ? Network Appliance F880 Storage Server Upgrade STATEMENT of NEED 1. IDENTIFICATION: 1.1 The Space Development and Test Wing currently has a Network Appliance F880 Storage Server which was installed in 2002 and was specifically designed around certain LAN system requirements at that time which has resulted in an industry non-standard system. The current system has reached its end of service life and must be upgraded. 1.2 The following capabilities and technical specifications have to be met in order for this Wing to continue operating our LAN system with minimal risk of lost or corrupted data and due to the current system being non-standard, this Requirements Document identifies very specific and or unique software. 2. SCOPE OF NEED: The Contractor shall furnish all parts, material, labor, equipment and supervision necessary to upgrade the current system with the following specifications: a. Operating Capability: Data ONTAP? Microkernel OS d. Storage Capability: 300GB each, total of 4TB storage capability which will attach to the NETAPP FAS270-R5. e. Equipment Hardware Specifications: NETAPP FAS3020C-R5, NETAPP FAS270-R5, NETAPP IS1200-FRM-BASE-R5. Active/active cluster failover. f. Back-up Capability: The upgraded system must be compatible with the Veritas NETBACKUP system. g. Expandability Capability for future growth/Improvements: Current F880 shelves (4 sets of DS14, 1 set of DS14MK2) must be able to attach to new system NETAPP FAS3020C-R5. h. Warranty Requirement: Support Edge Standard with Installation for the three equipment hardware equipment identified in sub-paragraph e above; for 36 months. The quote should include options for extendable warranties with costs for the option years beyond the initial 36 months warranty coverage. i. Technical Support and Response: Various levels of technical expertise have been identified above. Response time for a technician to be on site is 2 hours from time of a trouble call on a business day and 4 hours on a non-business day. j. Installation Requirements: Company should provide installation costs in the final quote. k. Training Requirements: Company should provide adequate training for the current LAN support staff to be able to operate and maintain the new system. Costs are to be specified in the final quote. 3. TASK PHASING AND PAYMENT: 4.1. The Delivery Order will be broken into two (2) phases. All work will be performed in client facilities located at Kirtland Air Force Base (KAFB), New Mexico. 4.2. Phase 2- will consist of additional training which will include system operation, system maintenance and diagnosis of system problems. 5. TECHNICAL DATA REQUIREMENTS Equipment connected to AC current circuits shall be protected from power line surges. Fuses will not be used for surge protection. All communication equipment shall be protected against surges induced on any communication circuit. 7. GENERAL REQUIREMENTS: 8.1. Contractor will be allowed to access client facilities Monday through Friday between the hours of 6 AM and 6 PM unless contractor requests and receives express written permission to gain access at other days and/or times. 8.2. Contractor shall dispose of all work related trash only in a contractor provided outdoor trash containers and make arrangements to remove from the installation. END STATEMENT OF NEED
