The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. PLACE OF PERFORMANCE: DOS/INL/RM/AIJS 8. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR ? This position is located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Afghanistan, Iraq and Jordan Support Division (INL/RM/AIJS). ? The incumbent works with the Division?s senior project managers, contract specialists, and cost/price analysts, as well as with program officers throughout the Bureau, to maintain an up-to-date accounting of both actual and proposed expenditures for Bureau programs/projects. ? The incumbent?s focus will include, but not be restricted to, developing and implementing internal financial controls relating to budget execution and the disbursement and accounting of funds for INL?s present and future post conflict multi-billion dollar programs in civilian police training and elsewhere as assigned. ? The position is under the supervision of the Chief of the Afghanistan, Iraq and Jordan Support Division. 2. Duties and Responsibilities ? Provides financial guidance to project managers and other division employees in program countries. Provides advice and assistance to other staff members, as appropriate and senior managers on financial management and financial or contract processing problems or issues. Develops and/or modifies methods and techniques, as required, to resolve accounting or auditing problems and explains such changes to all staff members, and overseas posts when appropriate, to ensure their awareness of and familiarity with such procedures. ? Works closely with the Division Chief and other senior staff to develop and implement comprehensive financial standard operating procedures, as well as oversight guidelines for all overseas operations required by the Bureau?s programs managed and/or monitored by the division. ? In conjunction with Division Chief, formulates and/or implements policies for the accounting of post-conflict funds (e.g. imposition of internal limitation on expenditures, tracking and monitoring requirements, and recommendations to the Assistant Secretary on how best to account for post-conflict program fund usage). In response to new program responsibilities or unique circumstances, initiates methods to ensure proper funding for critical elements of the new program?s budget, such as development of a comprehensive initial budget for the newly established functions both in the domestic and overseas arena. ? Implements subsidiary accounting and reporting information as needed to enable management to provide close and timely oversight of INL?s post-conflict programs, including review of LOA and IA financial terms prior to finalization and follow-up on existing LOA and IA financial clauses. Participates in decision-making sessions, advising Division staff on regulatory requirements, financial policies, the interpretation of data, and program improvements through analysis of program operations, financial management reviews, monthly reports, and systems edits. ? Conducts financial and property management internal control reviews on all post-conflict program funds monitored or managed by the division. Performs improper payment reviews. Completes reviews to ensure that Department of State and INL Bureau standards are met. Plans, develops, and coordinates financial management improvements necessary to comply with legislation and regulations as appropriate. ? Works closely with the Division Chief and senior staff to forecast workload and operational requirements for use in preparing budget estimates, both developmental and execution. Participates in the development of guidance and instructions for the project teams temporarily working abroad, e.g. Afghanistan, Iraq, Jordan, Dubai, and elsewhere as assigned, on the development and justification of their budget estimates, and reviews final budget submissions to ensure they are in accordance with approved programs and policies. ? Reviews and/or helps draft justifications for program increases or changes in the budget submissions, particularly those requiring contract actions. Works closely with Division Chief, Controller and other staff to determine priority resource needs and, advises them with respect to the adequacy of justifications for funding requests. ? Provides the full range of budget oversight, planning and other services for multiple and complex foreign assistance funds that are international in scope and subject to intensive scrutiny from both the public and private sectors. ? Works and regularly liaises with the INL Budget Division, as well as with the Department?s centralized accounting office to assure maximum efficiencies of accounting support services for INL?s post-conflict programs. ? Meets all Bureau fiscal reporting requirements from an established database and in coordination with the Bureau offices and the Bureau of Resource Management. Coordinates the development of short- and long-range financial plans reflecting the widely diversified objectives of these programs. Prepares a variety of reports and recommendations based on findings, such as program funding burn rates, actual vs. projected expenditures, noncompliance with regulations, inefficient operations, or improper practices. Develops and implements financial management improvements and the way the Bureau tracks, manages, and monitors the usage of these funds. Guidelines Guidelines consist of USG and agency broad program goals and policy statements, OMB circulars, directives, and regulations, Treasury Department regulations, judicial decisions, and CG decisions. Guidelines also include the Foreign Assistance Act of 1961, the Arms Export Control Act, and various appropriation acts. These guidelines are frequently inadequate in providing criteria for resolving problems that arise, such as evaluating unusual requests. The employee uses ingenuity and originality in interpreting, applying, and deviating from established procedures and techniques for the purpose of establishing specific procedures to be followed in the expenditure and accounting of funds. Complexity Work consists of selecting and using many different and unrelated analytical techniques and methods in the financial management work performed in support of INL's post-conflict programs, much of which is performed under tight deadlines, due to the critical nature of the program. The employee makes recommendations concerning changes in funding and budget plans that conform to changes in the substantive programs. Established criteria to identify and measure financial accomplishments, and develop methods to improve the effectiveness with which programs are administered. Incumbent works closely with the division Chief and other senior specialists, both within the Division and elsewhere in the Bureau, to identify and measure financial accomplishments, to develop methods to improve the over-all effectiveness of the program, and to evaluate the impact of changes when funding cuts are imposed. Sound judgment is required in making recommendations that are critical in nature and involved sensitive, political issues relating to country projects, requiring that the incumbent keep abreast of activities vis-?-vis the impact of changes in funding. Physical Demands Domestically, the work is principally sedentary. While on a site visit, or temporarily detailed to, overseas, there are physical demands associated with travel to and from remote areas abroad in restrained time frames over underdeveloped infrastructure and conveyances ? the position requires an above average resistance to fatigue and physical hardships is required. Extended onsite visits to remote construction and/or project sites will occasionally be required, necessitating the ability to walk medium to longer distances (hundreds of yards or more) on generally irregular dirt or stone surfaces, in both hilly and flat terrain. Those who use wheelchairs, have respiratory difficulties, or require assistance walking will find this difficult. Additionally, those undergoing medical treatment or taking certain medicines that limit their physical or mental abilities may find it difficult to adhere to the limitations recommended by their physician(s). Travel on helicopters and/or cargo-oriented fixed wing aircraft will also be required. Those with ear or other problems, who do not easily adapt to pressurized environments or higher but non-pressurized environments, will find the travel requirements of these positions difficult. Climate conditions are also often a factor. Work is often done in extremes of cold and heat, in dusty and windy environments, and frequently outdoors. Those with circulation problems or difficulties adapting to climate extremes or extremely dusty environments will find this aspect of the position difficult. II. MINIMUM QUALIFICATIONS ? U.S. citizen, eligible for a Top Secret State Department security clearance. ? Extensive experience in the financial management field, including a mastery of the concepts, principles, practices, laws and regulation which apply to financial management analysis and budgeting for substantive programs and services including expert knowledge of OMB and congressional laws, regulations, policies and directives. One year of this experience must be equivalent to the GS-12 level in the federal service. ? Ability to communicate effectively, both orally and in writing and to interact with individuals at all levels. Desirable Qualifications ? A Bachelor?s Degree from an accredited institution in a field related to business or financial management. ? Skill in using word processing, spreadsheet, and data base computer applications. Significant Microsoft Excel experience and expertise. III. POSITIONAL ELEMENTS Supervisory Controls: The incumbent reports to the Division Chief of other senior specialist as designated by the Chief, with whom he/she develops a mutual acceptable project plan that typically includes identification of the work to be done, the scope of the project, and deadlines for its completion. Within the parameters of the approved project plan, the employee establishes and executes a work schedule, insuring that the necessary planning, coordination, approvals, negotiation, and other requirements are completed in a timely manner so as not to adversely impact the delay of any assigned contracts. Incumbent works independently but keeps the supervisor appraised of potentially controversial findings, issues, or problems with widespread impact. Work is reviewed for soundness of overall approach, effectiveness in meeting requirements, and effectiveness of recommendations. IV. EVALUATION CRITERIA Factor 1 Knowledge of the theory, concepts, principles, and practices of accounting and/or financial and performance auditing, and/or in developing and presenting a large, complex program budget. 20 Points Factor 2 Knowledge of OMB and Congressional laws, regulations, policies and directives. 20 points Factor 3 Comprehensive understanding of the agency's goals and objectives, particularly as they relate to the operations of INL's programs related to the contract and infrastructure development and execution activities for existing and new post-conflict related programs, and methods of evaluating the worth of program accomplishments. 20 points Factor 4 Ability to write and speak effectively in order to prepare, explain and defend complex budgets and financial management policies and procedures, discuss controversial issues, draft justifications, defend proposals, and advise and guide program officials. 15 points Factor 5 Skill in interacting with other professionals and support personnel in order to provide guidance and assistance and to be able to make recommendations on financial matters which affect the post-conflict programs. 15 points Factor 6 Previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.) 10 points V. Compensation Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. Relocation expenses may be paid. VII.
