- ***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with IBEO Automobile Sensor Gmbh, in Hamburg, Germany for the upgrade of an existing ALASCA Laser Scanner System here at NIST. ***Sole Source determination is based on the following: IBEO Automobile Sensor is the only company that can provide an upgrade to NIST?s existing ALASCA Laser Scanner System. The NIST Intelligent Systems Division (ISD) is under contract with the Department of Transportation to provide the Independent Measurement System (IMS) for the Intelligent Vehicle Based Sensor System program (IVBSS). Enhanced contract requirements necessitate the upgrades to the ALASCA system. Particularly, the current ALASCA system has an effective range of 76m. New contractor requirements require the IMS to detect stationary objects at 150m. The upgraded ALASCA system will have a nominal detection range of 200m. The upgraded ALASCA is the only laser scanner system to have this range at a reasonable resolution (0.1 degrees) and update frequency (10Hz). IBEO Automobile Sensor, is the sole manufacturer and distributor of the required upgraded equipment. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order.*** ***The North American Industry Classification System (NAICS) code for this acquisition is 339111, and the size standard is 500 employees.*** ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by May 01, 2007.*** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
