- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented by additional information included in this notice. High sulfur Diesel Fuel #2 (DF2), NSN 9140-00-286-5294; Gasoline Automotive Unleaded (MUR) NSN 9130-00-148-7103 and JP8 ? Military Specification Turbine Fuel, Aviation, NSN 9130-01-031-5816, ASTM D975. Delivery is to be FOB destination, via Tank Wagon w/pump, of 4,000 USG of DF2 (Item 001-34) into sixcon tanks to Sattahip, Building 4 in Thailand in delivery increments of 800 USG on April 26, 2007, May 4, 2007, May 7, 2007, May 10, 2007, and May 13, 2007, Delivery must be received at 7:00 am. Delivery is to be FOB destination, via Tank Wagon w/pump, of 4,000 USG of JP8 (Item 001-90) into sixcon tanks to Sattahip, Building 4 in Thailand in delivery increments of 800 USG on April 26, 2007, May 4, 2007, May 7, 2007, May 10, 2007, and May 13, 2007, Delivery must be received at 7:00 am. Delivery is to be FOB destination, via Tank Wagon w/pump, of 900 USG of JP8 (Item 002-90) into sixcon tanks to BAN CHAN KREM (BCK) in Thailand on May 13, 2007, Delivery must be received at 8:00 am. Delivery is to be FOB destination, via Tank Wagon w/pump, of 1,800 USG of JP8 (Item 003-90) into sixcon tanks to LOP BURI in Thailand on May 13, 2007, Delivery must be received at 8:00 am. Delivery is to be FOB destination, via Tank Wagon w/pump, of 5,000 USG of JP8 (Item 004-90) into 1/20,000 Above Ground Tank to SAMESAN in Thailand on May 8, 2007, Delivery must be received at 8:00 am. Delivery is to be FOB destination, via Tank Wagon of fuel in 55 gallon drums, of 330 USG of DF2 (Item 005-34) (Approximately 6 drums) to UTAPAO RED HORSE COMPLEX (GROUND) in Thailand on May 4, 2007. Delivery is to be FOB destination, via Tank Wagon of fuel in 55 gallon drums, of 330 USG of MUR (Item 005-28) (Approximately 6 drums) to UTAPAO RED HORSE COMPLEX (GROUND) in Thailand on May 4, 2007. Delivery is to be FOB destination, via Tank Wagon w/pump, of 6,000 USG of JP8 (Item 006-90) into 1/3,000 gallon bladder(s) to KONG PAN (THAI AAV CAMPLOP BURI in Thailand on May 13, 2007, Delivery must be received at 8:00 am. Delivery is to be FOB destination, via Tank Wagon of fuel in 55 gallon drums, of 1,980 USG of DF2 (Item 007-34) (Approximately 36 drums) to UTAPAO RED HORSE COMPLEX (GROUND) in Thailand on May 4, 2007. Solicitation SP0600-07-R-0210 is being issued as a request for proposals and constitutes the only solicitation; a written solicitation will not be issued. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-16 effective 22 March 2007. DESC anticipates conducting discussions with offerors submitting proposals under subject solicitation, but reserve the right to make contract award(s) based on initial offers submitted. The provision at 52.212-1 - Instructions to Offerors-Commercial, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications--Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition The Government contemplates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this solicitation. In accordance with Clause B19.37, ECONOMIC PRICE ADJUSTMENT ? MARKET PRICE, the prices will escalate / de-escalate cent for cent or any fraction thereof with any change in: a) the Precio A Distribuidor prices as announced by the Refineria Acajutla, S.A. for diesel and jet fuel; and/or b) any change in the applicable freight rate; and/or c) any change in the prior month?s average exchange rate. Please base your offer prices on the monthly average of the Singapore Posting as published in Platts Oilgram Price Report for March 1, 2007 for the following types of fuel: Unit Prices for Gasoline Regular Unleaded (MUR) will escalate and de-escalate cent or any fraction there of with the monthly average of the Singapore Postings for Mogas 92 Cargo unleaded, as published in Platts Oilgram Price Report, effective the 1st day of the month using the prior month average postings. The base reference price for March 1, 2007 is $1.5650. Unit Prices for High Sulfur Diesel (DF2) will escalate and de-escalate cent or any fraction there of with the monthly average of the Singapore Postings for Gasoil 0.5 Cargo, as published in Platts Oilgram Price Report, effective the 1st day of the month using the prior month average postings. The base reference price for March 1, 2007 is $1.6811. Unit Prices for Military Specification Turbine Fuel, Aviation (JP8) will escalate and de-escalate cent or any fraction there of with the monthly average of the Singapore Postings for Jet Kero Cargo, as published in Platts Oilgram Price Report, effective the 1st day of the month using the prior month average postings. The base reference price for March 1, 2007 is $1.7088. All offerors are responsible for submitting an offer in accordance with the appropriate importation regulations, taxes, duties, subsidies and other regulations of the government of Thailand. Offerors' written proposals should be submitted in English, in US dollars per gallon and signed by an authorized company official. Proposals must be received by 1 PM, local Ft.
