- The United States Special Operations Command (USSOCOM) intends to issue a solicitation within the next thirty days for analysis support of the varied language training programs and efforts within the command and to identify areas for operational improvement. THIS IS A PRE-SOLICITATION ANNOUNCEMENT ONLY AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No additional written information is available and all requests for the same will be disregarded. Considering recent market research and the previous acquisition history of USSOCOM, a solicitation permitting for a small business set-aside, single award is being contemplated. A single award, indefinite-delivery/indefinite-quantity (IDIQ) contract is being considered by USSOCOM to meet the subject requirement. However, no formal acquisition strategy decision regarding the requirement has been made at this time. The North American Industry Classification System (NAICS) is 611630 and the small business standard is $6,500,000. The proposed contract listed here is 100% Small Business Set Aside. The intended solicitation will request the contractor provide analysis of comprehensive foreign language/cultural training to support various USSOCOM units. This analysis shall focus on communicative competence in social conversation, general interest, and military topics in support of day-to-day unit operations. Instruction to be evaluated will include the improvement of speaking, listening, reading and writing skills. The instruction to be evaluated is in languages determined by the Government to complement USSOCOM mission requirements. The anticipated period of performance (POP) inclusive of all ordering periods will be 01 July 2007 through 30 June 2012. The POP will include five 12-month ordering periods. The analysis will be conducted in various CONUS locations. Numbered Note 1 applies.
