Description
Amendment #1 is hereby issued to revise the labor hours for this effort. The U.S. Environmental Protection Agency (U.S. EPA), Office of Air Quality Planning and Standards (OAQPS), has a requirement for Emission, Air Quality, and Meteorological Modeling Support. The purpose of the proposed contract is to provide technical work products to the U.S. Environmental Protection Agency (EPA). The Contractor shall provide scientific, software, engineering and analysis support for application, development, and modification of (1) emissions inventory data, emission modeling software and computer models used to process emission inventories for input to air quality models and (2) air quality models, meteorological models (including climate models), and other models and processors which provide input to air quality and meteorological models and support analyses of air quality and meteorological data. Specific written work assignments will be issued on a quick-response, as-needed basis and will be limited to technical performance. EPA anticipates the award of a cost-plus-fixed-fee, level of effort contract with a base period of performance of twelve (12) months, and four (4) additional twelve-month option periods. The anticipated contract award date is October 1, 2007. The total duration of the proposed contract is sixty (60) months for a total of 75,000 labor hours consisting of a base requirement of 15,000 labor hours and four twelve-month options of 15,000 labor hours each. In addition, the contract allows for options to increase the quantity of hours for the base and four option periods by 30,000 labor hours in each period. This effort is not a follow-on effort. The associated North American Industry Classification System (NAICS) code is 541620 with a size standard of $6.5M in average annual receipts over the last three years. The DRAFT Statement of Work (SOW), DRAFT evaluation criteria, and DRAFT Conflict of Interest (COI) clauses can be reviewed at EPA's website at http://www.epa.gov/oam/rtp_cmd. The solicitation is scheduled to be issued on or around April 20, 2007. Proposals will be due approximately 30 calendar days after issuance of the solicitation. The solicitation and amendments will be available via the World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted to ensure that you have the most up-to-date information about this acquisition. Telephone and FAX requests will not be honored. All responsible sources may submit a proposal which shall be considered by the Agency. The Government is not obligated or committed to award any contract as a result of this notice. See Note 26.
