Description
The government is issuing this Request For Information (RFI) as part of the modernization of range training to increase Military Operations in Urban Terrain ( MOUT) Training; Stability and Support Operations (SASO) ; and, sniper operations effectiveness at Marine Corps Installations worldwide. PMTRASYS plans to acquire Sniper Training Towers as a Non-Developmental Item (NDI) acquisition. The Sniper Training Towers will range in height nominally from 30ft to 90ft tall in incremental units of 10ft. Towers will allow sufficient Sniper Training from multiple angles and heights using 7.62mm and .50cal ball ammunition. Due to the urgent emerging need, interested vendors must be prepared in their proposals with a product design that is certified with signed/sealed engineering drawings and supporting calculations to withstand wind loads and seismic considerations based on the International Building Code (IBC) and compliance with OSHA safety standards. It is desired that offerors have recent (5 year) experience in sniper tower or MOUT development, installation and emplacement MOUT trainers and be capable to produce, install and test a production unit within 90 days of contract award. The design and supporting documentation must be produced as a result of the proposal process upon issuance of the RFP. Design shall be certified at vendor?s cost by a registered/ professional engineer. As part of a future solicitation, the Marine Corps System Command, Program Manager for Training Systems (PMTRASYS) will releases a DRAFT Statement of Work and DRAFT Systems Requirements Document for industry comment within 30 days of RFP. Vendors will be asked to supply comments to the documents indicating ability to meet specified requirements; specific items requiring clarification for responsive industry proposals; and, specific requirements which the vendor feels will unnecessarily drive system procurement or lifecycle cost. Comments received from vendor s will be considered by the Government for basis of modification to th e subject documents. Comments will not be directly responded to but may be addressed collectively at a future date during or prior to solicitation. This request for comment in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. It does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract. All information provided becomes USMC property and will not be returned. All proprietary or classified information will be treated appropriately.
