Description
Description: The government is issuing this Request For Information (RFI) as part of the modernization of range training to increase Military Operations in Urban Terrain ( MOUT) training; Stability and Support Operations (SASO) ; Basic Urban Skills Training (BUST); and, training operational effectiveness at Marine Corps Installations from east of the Mississippi River to the Atlantic coast. PMTRASYS plans to acquire MOUT training systems as a Non-Developmental Item (NDI) acquisition. The MOUT Training systems will range in size and complexity based on installation requirements. MOUT training systems will allow for non-live fire training using MILES and SESAMS technology and live fire training using 5.56mm, 7.62mm, 9mm and/or .50cal ball ammunition. Training systems will accommodate individual and small units up to battalion size incorporating foot, mobile, mechanized and/or armor patrols up to and through the sites. Operations will be conducted both day and night . All training systems shall be removable and relocatable and not interpreted as fixed construction. Part of this effort will require the successful offeror to partner in an Integrated Product Team (IPT) identifying and documenting physical solutions to Government requirements concurrent (real time using commercially available ADP software) with delivery order development. Product designs will be capable of withstanding wind loads and seismic considerations based on the International Building Code (IBC) and compliance with OSHA safety standards. Professional engineering will be required for erosion control or storm water permitting; requisite ventilation requirements for enclosed live fire structures and HVAC requirements as appropriate within training structures; and electrical design supporting site power from generator source as well as requisite electrical power for component structures comprising the training system. It is desired that offerors have recent (5 year) experience in sniper tower or MOUT development, installation and emplacement of MOUT trainers and be capable to execute on approved delivery orders within 90 days of contract award. O&M data to include an as-built drawing set shall be produced for each completed MOUT training system. As-built data will be certified by a registered/ professional engineer in the state where the trainer is located prior to submission to the Government. As part of a future solicitation, the Marine Corps System Command, Program Manager for Training Systems (PMTRASYS) will release a DRAFT Statement of Work and DRAFT Systems Requirements Document for industry comment within 30 days of the release of this announcement. Vendors will be asked to supply comments to the documents indicating ability to meet specified requirements; specific items requiring clarification for responsive industry proposals; and, specific requirements which the vendor feels will un-necessarily drive system procurement or lifecycle cost. Comments received from vendors will be considered by the Government for basis of modification to the subject documents. Comments will not be directly responded to but may be addressed collectively at a future date during or prior to solicitation. This request for comment in no way implies either implicitly or explicitly that respondents will be compensated in any way by the US Government for information or materials provided. It does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract.
