Description
GOVERNMENT SOURCES SOUGHT - REQUEST FOR INFORMATION (RFI) for Diver Thermal Protection Systems, Components, Technologies, or Concepts. THIS IS NOT A REQUEST FOR PROPOSALS. No award shall be made as a result of this announcement. NSWC Panama City on behalf of the Program Management Ships Naval Special Warfare (PMS-NSW) is seeking information on diver thermal protection systems, individual components, or technologies for use by swimmers using SCUBA, rebreathers, or during wet submersible vehicle transit. This RFI is seeking information on both heating and/or cooling technologies. Both passive and active technologies are of interest. This notice serves as a first step for evaluating alternatives and supporting research efforts. NSWC PC and PMS-NSW are interested in systems, components, or technologies that will improve the operational capabilities and/or effectiveness of NSW divers during cold water and/or hot water operations. Ultimately, these technologies must suppor t these missions by improving diver capabilities in at least one of the following areas: 1) Increase mission duration due to maintaining normal body core and/or extremity temperature longer than current systems allow 2) Allow greater maneuverability while in the swimming mode 3) Increase diver comfort 4) Integrate with existing systems better than what is in current use 5) Be less expensive to purchase and/or maintain 6) Be more compact, portable, durable, or lower maintenance. This RFI addresses four major areas: 1) Passive diver heating 2) Active diver heating 3) Passive diver cooling 4) Active diver cooling. Interested parties must provide paper submittals, to be received by the Government by May 9, 2007. The Government will assess submittals for their potential use in NSW diver missions. Submittals that the Government determines to possess potential for improving NSW divers? performance in challenging thermal environments may be provided an opportunity to demonstrate their system, subsystem, or concept. The government does not anticipa te providing funds to Contractors to participate in any demonstrations. Prior to any demonstration, the government may wish to conduct unmanned testing on the subsystem/system to verify performance. There is no specific format or outline that submittals must follow. Information pertinent to system or subsystem technical maturity, potential effectiveness, performance, suitability, cost and schedule should be provided. Include other descriptive literature and any other specific and pertinent information that would enhance consideration and evaluation of the information submitted. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L). Please include two (2) copies of each response. Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Specific narrative information that should be provided in the submission include: (1) System description, capab ilities (2) Chronology of system development (3) If applicable, a summary of past test events with location, dates and results (4) If available, logistic supportability and projected unit cost estimate information (5) In anticipation of Contractor invitation for a limited scope demonstration, provide an explanation of what would be demonstrated and any additional support required of the government necessary for the Contractors participation in the demonstration. Supporting literature and test documentation that demonstrate technical maturity of your proposed solution may be included in addition to the 10-page narrative paper. Contractors offered an opportunity to demonstrate their system will be provided additional details including demonstration schedule and extent of support the Government will provide.
