Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center Crane Division and United States Special Operations Command (USSOCOM) are contemplating the use of the foreign comparative test (FCT) program to test, evaluate, qualify, and procure a commercially available Programmable-High Explosive Dual Purpose (P-HEDP) 40mm ammunition. The Government intends to procure under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2) a Foreign Comparative Test (FCT), with NAMMO A/S, Raufoss, Norway for comparative testing of a commercially available, improved 40mm P-HEDP round (NAMMO HEDP-PRO) with armor-penetrating capability in addition to air-burst capability. However, any interested party may submit a white paper. The primary application for the P-HEDP rounds is for the Advanced Lightweight Grenade Launcher (ALGL) MK47 MOD 0 40mm machine gun. The proposed P-HEDP project will test and evaluate products from two previous FCT projects. This project will combine the warhead from the Improve d High Velocity HEDP (I-HV-HEDP) M430 project designed to interface with the NICO Pyrotechnic screw-on propulsion system and the MK438 fuze from the ALGL Pre-fragmented Programmable High Explosive (PPHE) MK285 air-bursting 40mm cartridge. It is envisioned that this combination will form the P-HEDP cartridge and will provide tangible performance benefits of armor penetration capability equivalent to M430 HEDP and will project larger fragments with increased air-burst lethality than smaller MK285 fragments. It should be noted that during the evaluation of all information submitted, the government plans to utilize employees from Science Applications International Corporation (SAIC) as advisors to the Government evaluators. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. This synopsis is for informational and planning purposes only, and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be contacted regarding their submission or information gathered as a result of this notice. Respondents will not be notified about the outcome of the Government?s review of the solicited information. Failure to respond to this sources sought synopsis will not limit a potential offeror?s ability to respond to a solicitation at a later date. This synopsis does not constitute an Invitation for Bid or Request for Proposals, and is not to be construed as a commitment by the government to issue an order or otherwise pay for the information solicited. The Government will not provide payment for any information provided in response to this synopsis, nor will the Government return any data provided. All data will be for official Government use only. All proprietary or classified information will be treated appropriately. No solicitation exists at this time.
