- Naval Surface Warfare Center, Carderock Division (NSWCCD), is procuring 2 Model 5400 Under Water Telephones. NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to EDO Electro Ceramic Products. EDO Electro Ceramic Products is the only manufacturer of a rack mountable under water telephone compatible with the submarine communication systems. The EDO system has a low power output needed to interface with the STAFAC telemetry system. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 04/24/07.
