- US Army Corps of Engineers, New York District, intends to issue a Request for Quotes (RFQ) to award a firm fixed price commercial contract for Appropriation Law Training Classes at the US Army Corps of Engineers New York, NY. Period of Performance w ill be for one (1) Base Year and (4) option years. Prospective offerors must quote on all the CLINs. Training must be in strict accordance with the Headquarters USACE requirements; the contractor shall provide all training materials. **** CONTRACTOR MANPOWER REPORTING (CMR) Requirement Office of the Assistant Secretary of the Army requires ALL contractor manpower including subcontractor manpower required to perform this contract. You must report the required information directly to the CMR system web address at: https://contractormanpow er.armypentagon.mil. Contractors may direct questions to the HELP DESK at 703-377-6199 **** The government will award a contract resulting from this solicitation to the responsible offeror whose quotation, conforming to this Request for Quote (RFQ) will be most advantageous to the Government. This acquisition is being solicited as UNRESTRICTED. The applicable NAICS Code is 611430; Small Business Size Standard is $6.5 Million. Solicitation will be issued on or about 10 April 2007 and offers due on or about 17 April 2007. The media selected for issuance of Synopsis, Solicitation and amendments s hall sole be at the discretion of the government; accordingly, the media utilized for this project shall be the Internet. No phone or fax request for copy of solicitation will be accepted. Solicitation will be issued in electronic format only and will be posted on the Federal Technical Data Solutions (FedTeDS) website at https://www.fedteds.gov. Interested parties may download and print the solicitation at no charge at FedTeDS. The new system called FedTeDS is a web-based dissemination tool designed to s afeguard acquisition-related information for all Federal Agencies. There is a VENDOR USER GUIDE available on the FedTeDS website. To keep informed of changes check www.fedbizopps.gov frequently. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER TO RECEIVE NOTIFICATION on the FedBizOpps website. If you are not registered, the Government is not responsible with providing you with notification of any changes to this solicitation. In addition, in order to generate a Plan Holders List, all interested bidders must also REGISTER AS INTERESTED VENDOR which is also located on the FedB izOpps website. A hyperlink posted in FedBizOpps will direct vendors to FedTeDS to download the solicitations. Internet Explorer 6.0 is the recommended browser. However, Internet Explorer 4.x, Internet Explorer 5.5 or greater, Nets cape 4.x (except 4.7) and Netscape 5.x are also compatible with FedTeDS. Registration Requirements: DFARS 252.204-7004 Required Central Contractor Registration (CCR) applies to this procurement. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Prospective contractors must be registered in the Department of Defense CCR database prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. All vendors who want to access Request for Quote s will be required to register with Central Contractor Registration (CCR) (www.ccr.gov) and FedTeDS.
