- Sole Source Cost Plus Fixed Fee modification to an existing contract to fund unpriced contractual options for CONUS installation support, Instructor and Key Personnel (I&KP) training, New Equipment (NET) training, and completion of logistics efforts for Improved Thermal Sight Systems at U.S. Marine Log Bases. Mod also includes a new requirement for OCONUS Installation Support for ITSS installation in Australia. This action is supported by the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements because, the OEM as the developer and sole manufacturer of the ITSS, Raytheon is the only source possessing the unique combination of data, knowledge, technical expertise, facilities, and other requisite resources to produce, upgrade, and fully support the Raytheon ITSS system. Only the OEM can develop installation, operator's and maintenance training procedures, and logistics data in a timely, economical manner to fulfill the agency requiremen t for June 2007 fielding.
