- Updates to the Regions and Magnitude: This Presolicitation Notice Mod replaces the original Presolicitation. The U. S. Army Corps of Engineers, St. Louis District, is seeking 8(a) SMALL BUSINESS firms for work consisting of relief well modifications; dredging, compacted pervious dredged materials, excavation and topsoil placement, removal of existing reinforced c oncrete pipe, and installation of new 36 reinforced concrete pipe with precast flared end sections. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. The basis for award will be Best Value technique. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer confo rms to the solicitation requirements and will provide the best value to the government considering recent and relevant past/present performance and price. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is between $10 million and $25 million. This solicitation is restricted to 8(A) Small Business in Regions 5, 6, and 7(http://www.sba.gov/localresources/index.html ). The NAICS Code for this work is 237990. Postal service or fax copies are required. Electronic copies are not permi tted. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is expected to be issued on or about May 10, 2007. For changes to the issue date or any other changes to the information in this syn opsis, potential offerors are responsible to check the information at www.fedbizopps.gov./. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps.gov./. The Government will not provide paper copies of the solicita tion.
