Modular Offices, Quantity: 8 EACH This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. The following clauses are applicable to subject solicitation: FAR 52.212-1 (Instructions to Offerors?Commercial Items), FAR 52.212-2 (Evaluation Commercial Items), FAR 52.212-3 (Offeror Representations and Certifications Commercial Items), FAR 52.212-4 (Contract Terms and Conditions Commercial Items), FAR 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items). IAW clause 52.212-2 the evaluation factors shall be: Price and Price related factors and Conformance to Performance specifications. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-15, Effective 28 Sept 2006. See Numbered Note 27, this requirement is a HUBZONE SET-ASIDE. NAICS Code 332311. FOB Robins AFB, Georgia, Payment by Electronic Funds Transfer-Central Contract Registration 52.233-3. FAR 52.212-3, Offeror Reps and Certs An offeror shall complete only paragraph (j) of this provision if the offeror has complete the annual representations and certifications electronically at http://orca.bpn.gov. SALIENT CHARACTERISTICS FOR EIGHT PORTABLE OFFICES SCOPE:The contractor shall provide all freight, labor, and equipment necessary to furnish and locate eight pre-assembled portable office units. One office unit shall be 12? L x 8? W and referred to as the office. The office will be used as an in-plant office in a dry work area. Area of work is at Robins AFB, GA in Building 321.PRODUCT SPECIFICATIONS FOR THE OFFICE: ? Each office will be an interior portable office constructed using manufacturer?s standard products, and commercial off the shelf products for electrical power components, lighting fixtures, mechanical off-the-shelf products, hardware, windows, and flooring to meet or exceed ASTME-119 for a 1 hour fire rating. ? Forkliftable floor for each office shall be constructed of material designed for a minimum 50 PSF live load. The floor will be a minimum of 7 inches high. ? Exterior walls for each office shall be of embossed metal exterior finish and shall be beige in color. All wall panels and roof assemblies shall be 1-hour fire rated which are certified IAW ASTM E119-98. ? Ceiling for each office shall be acoustic tile type with two 2' x 4', 2-bulb florescent light fixtures. Ceiling shall be a standard height of eight feet. ? The door for each office shall be 36? x 72? minimum with a 2? x 3? window and a keyed lever type, grade 2 BEST lock cored knob set. Each door shall be left-hand, inward opening. Door shall have a full gasket around the entire frame to seal the room from outside noise, dust and temperature. Interior of door shall be finished to match the interior color of the walls. Exterior of door and casing shall be brown.? Each office shall have one 46? x 27? tempered safety glass windows. All windows and door glass shall be tempered safety glass. See attached drawing for specific locations for door, window, and HVAC for each unit. Also the quantity of each type are as follows: Model ?A? QTY:1 Model ?B? QTY:6 Model ?C? QTY:1 ? The finish flooring for each office shall consist of a vinyl composite tile with 4? vinyl base molding. ? Each office shall include a built in desk with a file cabinet. The desk shall be made of 7/16? Canella Board (pressboard) with medium wood grain color ?Melamine? surface and sides. The desk surface shall be 24? deep mounted approximately 31? above finished floor. The file cabinet shall be metal, approximately 15? square, have 2 drawers, and be beige in color. ? Sprinkler heads for each office shall be a standard temperature, pendant style sprinkler for fire protection, flush mounted in the drop ceiling with a chrome bezel. It shall be a water type with connection piping run through the exterior roof to a height of between 18? and 24? above the roof. Schedule 40 black steel pipes shall be used for the sprinkler assembly and painted red. It shall be threaded at its termination for an easy connection to a water source. The sprinkler system shall be in accordance with National Fire Protection Association Code 13.? The electrical service for each office shall consist of indoor circuit breaker type load center, which shall be located inside on the unit on the same exterior wall as the HVAC system. Request single phase, 120/208V circuit breaker panel with a main 60A breaker. The electrical package shall include ?? (minimum) EMT concealed in the wall panel and attached to flush mounted receptacles and switches. The package shall include 1 wall switch for the lights, 4 duplex receptacles, and one HVAC receptacle (within 6? of HVAC unit). ? The HVAC system for each office shall consist of a 120/208V, through the wall mounted heat pump with a minimum of 12000 BTU of cooling and 12000 BTU of heating capacity. ? Each office shall have 2 conduits exiting the roof; 1 for telephone lines and 1 for computer lines. The telephone and computer junction boxes shall be flush mounted on the walls at a maximum of 2 feet above the interior finished floor in the locations shown on the attached drawing. All electrical and equipment shall comply and be in accordance with the National Electrical Code, NEC (current edition). ? The contractor shall provide an id plate for each office stating that the office meets the above stated fire standards as well as manufacturer name, model number, and date manufactured. The placard shall be attached inside in each above the door. ? Robins AFB personnel will provide utilities to the vicinity of the offices and make said utility connections. SITE PLACEMENT AND ANCHORAGE: Contractor shall place pre-assembled portable office units in Building 321 in an area designated by the project engineer at the time of delivery.SITE CLEAN-UP: Ensure that the areas around the portable offices as well as the areas inside the portable offices are cleaned of any trash or debris from manufacturing, shipping, or packaging, segregated by material type (i.e. cardboard, metal, trash), removed from the area or office, and placed in appropriate collection containers located in the yard of building 321. SUBMITTALS:Contactor shall provide 2 full sets of drawings for approval with quote. WORK SCHEDULE: Normal duty operations are from 6:00 am to 2:45 pm, Monday through Friday; except on holidays. The Contractor shall schedule delivery and all work during these hours.
