- The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1(a) with Merlin International Inc, 4B Inverness Court East Suite 100, Englewood CO 80112 for the purchase of one (1) Layer 7 SecureSpan Networking Gateway 3 CPU Software License; one (1) Software Maintenance for 4 months including 90 day warranty; three (3) days on-site services; and two (2) Layer 7 SecureSpan Networking Gateway Appliances. Information received within 10 days after date of publication of the solicitation will be considered by the Government. Though this notice of intent is not a request for competitive quotations, all responsible sources may submit an offer or quotation which shall be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 423430. SOLE SOURCE JUSTIFICATION: AFRL/IFEB requires Layer 7 SecureSpan licensing, maintenance, and training to support development and testing of a prototype system for the Cross-Domain JBI (XJBI) project. The software is required to complete the development and testing of the prototype for demonstration during the Scientific Advisory Board (SAB) in October 2007. There is a limited time frame for development and testing prior to the SAB demonstration which requires this purchase to be made prior to the end of April. Legacy systems cannot provide the level of interoperability between systems required for the development and performance testing as well as program management. The proposed sole source, Merlin International, Inc., is the only known source that can satisfy the government's requirement and delivery timeframe.
