- The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source purchase order under the authority of FAR 6.302-1(a) with Xsoptix LLC, 800 Village Walk Suite 316, Guilford CT 06437 for the purchase of two (2) Frequency Resolved Optical Gating (FROG) pulse analyzers; one at 1240 nm and the other at 1550 nm; manufactured by Southern Photonics. Information received within 15 days after date of publication of this notice will be considered by the Government. Though this notice of intent is not a request for competitive quotations, all responsible sources may submit an offer or quotation which shall be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 334519. SOLE SOURCE JUSTIFICATION: AFRL/SNDP is working on in-house quantum dot and arbitrary waveform generation projects. The two (2) FROG pulse analyzers will be used for these projects. FROG systems are used to measure temporal, spectral, and phase information associated with ultra-fast laser pulses. Southern Photonics is the only company known to build a complete FROG system meeting the current research specifications, which include hardware, software, pulse width measurements, 1550 and 1240 nm wavelengths, no alignment, fiber coupling, and computer control. As the only known distributor of Southern Photonics' FROG pulse analyzers, Xsoptix appears to be the only responsible source since no other supply will satisfy agency requirements.
