Description
The U. S. Coast Guard (USCG) intends to solicit and negotiate a sole-source contract with the Natural Academy of Sciences, doing business as the National Research Council, 500 Fifth Street N.W., Washington, DC 20001, under the authority of 10 U.S.C. 2304(c) (5) as implemented by FAR 6.302-5, Authorized or required by statute. The most appropriate NAICS Code is 541620 with a small business size standard not to exceed $6,500,000. The USCG has a requirement for the preparation of a comprehensive report on the effectiveness of international and national measures to prevent and reduce marine debris and its impact. The report is mandated by Section 4(c) of Public Law 109-449, which may be cited as the ?Marine Debris Research, Prevention, and Reduction Act? (hereinafter ?the Act?). The Act provides, in part, that ?[T]he Commandant of the Coast Guard shall enter into an arrangement with the National Research Council under which the National Research Council shall submit, by not later than 18 months after the date of the enactment of this Act and in consultation with the Commandant and the Interagency Committee, to the Committee on Commerce, Science, and Transportation of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a comprehensive report on the effectiveness of international and national measures to prevent and reduce marine debris and its impact. The report required under paragraph (1) above shall include (A) an evaluation of international and domestic implementation of MARPOL [International Convention for the Prevention of Pollution from Ships] Annex V and the Act to Prevent Pollution from Ships (33 U.S.C. 1901 et seq.) and recommendations of cost-effective actions to improve implementation and compliance with such measures to reduce impacts of marine debris; (B) recommendation of additional Federal or international actions, including changes to international and domestic law or regulations, needed to further reduce the impacts of marine debris; and (C) evaluation of the role of floating fish aggregation devices in the generation of marine debris and existing legal mechanisms to reduce impacts of such debris, focusing on impacts in the Western Pacific and Central Pacific regions.? In order to carry out these statutory requirements, the contractor shall form a committee and hold and support two (2) one-day committee meetings and up to two (2) additional one-day meetings if public comment greatly exceeds anticipated volume. The meetings shall be held for the purpose of gathering consensus and furthering discussion of information that will lead to the final report. The contractor, through its committee, shall gather information necessary to the completion of the report. The contractor shall submit an advance complete report to the USCG and a final report as described above. The contractor shall maintain a database of interested parties, prepare mailing lists, package, and distribute report documents. The period of performance is from the date of award until 22 June 2008. All responsible sources may submit a proposal which shall be considered by the agency.
