Description
REQUEST FOR INFORMATION General Information: Response Date: May 10, 2007 Classification Code: A ? Research and Development NAICS Code: 541990 This announcement does not request any proposals at this time. This is a Request For Information (RFI) only as defined in FAR 15.201(e) to obtain information about potential offerors? capabilities and resources including pricing, delivery and other market information for planning purposes. This RFI is not a request for competitive proposals. Therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Companies that respond will not be paid for the information submitted except as an allowable cost under other contracts as provided in FAR 31.205-18, ?Bid and Proposal Costs.? Intent: The Department of Homeland Security, Science and Technology Directorate, is interested in identifying sources capable of developing a database capability for cataloging, searching, and displaying chemical reactions for the synthesis of chemical agents and other chemical threat materials. The data basing system should be graphically based, and should included a graphical user interface (GUI) that will permit substructure searching as well as full reaction searching. Searching the database by keyword is also required. The database should also include key parameters for the reactions (temperature, time to react, and other factors). Initial input data will be provided by the CSAC. The database will be assembled at the SECRET level, and will require classified computing capability. RESPONSES: Submission of Documentation: Information/documentation packages are due electronically to the technical POC identified below by 4:00 pm Eastern Daylight Time. If any information submitted is considered to be proprietary, then those pages should be marked accordingly. Offerors having the technical skills and capabilities to perform the stated requirements are invited to provide information to contribute to this RFI. Responses shall include the following information: company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned, teaming partners and/or major subcontractors or prime. All respondents to the RFI are to provide a description of their ability to perform the tasks, as well as how the task would be performed. At this time no funds have been identified for this effort. Any information submitted in response to this RFI is strictly voluntary. Specific performance data and materials compatibility information should be provided where available.
