- The Department of Health and Human Services, National Institutes of Health, National Library of Medicine is soliciting proposals for publishing services on behalf of the National Institute of Environmental Health Sciences (NIEHS) to support the NIEHS Environmental Health Information Service: Scientific Journal - Environmental Health Perspectives (EHP). The resultant contract will be a Performance Based Services Contract under Full and Open Competitive procedures. The major objectives of this contract are to (1) provide the EHP journal in a high publication quality and timely manner that is accessible in print and online and in accordance with the open access timeframe set forth in this PWS, (2) maintain all aspects associated with current practices for publication of a scientific journal to include, but is not limited to, maintaining an online editorial review system for use by EHP Editors, (3) implement an entirely new tracking system, (4) reduce the cost of such services to the NIEHS by selling subscriptions and other means of commercial offsets to the cost of production, and (5) market the EHP journal, and manage the collection of subscription fees and records . The proposed acquisition will be procured under FAR Part 15 ? Contracting by Negotiation. The expected released date of the Request For Proposal (RFP) is April 25, 2007 with proposals due May 25, 2007.
