Description
The Contractor shall provide assistance to the IHS Division of Epidemiology and Disease Prevention (DEDP) staff to determine the association between Diabetes Mellitus (DM) and Colorectal Cancer (CRC) and other cancers in American Indians in the southwest United States. This project will develop and validate methods to use cancer registry data and IHS electronic patient medical records to conduct a case control study in order to broaden this study to regions beyond the southwest with differing incidence and prevalence of DM and CRC. The project will determine whether DM is of sufficient risk in AI/AN persons to warrant prioritizing them for CRC screening. The Contractor will conduct a literature review, develop, and secure approval of IRB protocol, and determine association between DM and CRC and other cancers through data linkage and chart review. Potential sources should submit capability statement with supporting documetation 1) The contractor must demonstrate an ability to help determine the format of state files that will contain only sufficient patient-identifying information to allow records to be linked with an administrative file from the IHS. 2) Ability to travel to remote sites in NM and AZ associated with I/T/U health care facilities. 3) Must arrange for own travel. 4) Ability to interpret rules, regulations, policies, and procedures related to disease reporting. 5) Experience in establishing procedures and protocols to assure data security and confidentiality. 6) Demonstrable ability to conduct epidemiologic research. 7) Experience in data linkage and familiarity with currently used probabilistic linkage software such as LinkPlus. 8) High quality and complete cancer surveillance data available from 1985-2004 AI/AN case during the period of performance. 9) Demonstrable history of collaboration with IHS. 10) Must be able to provide detailed information on NM and AZ state AI/AN cases during the period of performance. 11) Familiarity with and experience in applying information and computer science and technology to the practice of public health. 12) Prior experience in chart reviews in IHS facilities. 13) Previous working experience with minority populations or working in an IHS or tribal health facility. 14) Must have experience work with IHS encounter data, including National Patient Information Reporting System (NPIRS) data. in addition to identifying size and socioeconomic category if applicable.
