- RM07031001, NSN 5975-00-984-6582, Strap, Tiedown, in accordance with spec number QPL-AS23190-3, Amendment 3, dated March 31, 2006. Approved type number is MS3367-1-0. This is being procured as other than full and open competition under 10 USC 2304(c)(1). Unrestricted procurement. The requirement will be synopsized via FedBizOpps. This item is not commercial off the shelf. This is a solicitation for a proposed firm fixed price Indefinite Quantity Contract (IQC). The guaranteed minimum is 27,000 HD, Estimated Annual Demand is 108,000 HD and the Maximum Annual Contract Quantity is 216,000 HD. All quantities shown on the solicitation represent packages of 100. For example, 1 HD equals one package of 100. FOB destination,inspection/acceptance origin. Requested delivery is 144 DARO. Progress payments are not authorized for this NSN IAW FAR subpart 32.5. There is a surge requirement for this IQC requiring a quantity of 16,736 HD. Possible stock delivery locations are any CONUS facility. Solicitation may be available for issue on or about April 13, 2007 and close on or about May 14, 2007. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation.
