- DISA/DITCO, intends to issue a brand name contract to Biztech Solutions, 20 Gibson Place Suite 310, Freehold, NJ 07728-8483. This acquisition is for six month follow on contract of Keyfile Software Support (400 Users, Version Control and Optical) at Defense Commissary Agency-PMO, Hopewell,VA. Period of performance is 01 April 2007 through 30 September 2007. The statutory authority for other than full and open competition is 10 USC 2304( c)(1), only one responsible source and no other supplies or services will satisfy agency requirements (brand name). Companies who can provide the above listed software support must request a copy of the RFQ not later than COB 13 April 2007 to the following address: tina.book@disa.mil. The resultant contract will be a firm fixed price purchase order. All responsible sources may submit a quote that will be considered. The NAICS code is 541511 for this procurement. The following is the justification for the procurement: This requirement is for the continuity of Keyfile Software Support for sustainment of the legacy system, DDMS and to support DeCA?s 400 users both CONUS and OCONUS location for 6 months pending the delivery of DERMAS. Only one responsible source is capable of satisfying the agency requirement. The start up time of another vendor to provide the software support is approximately 3 months. Which would result in a duplication of cost. Therefore, it is not cost effective for the government to procure a new vendor startup.
