- Presolicitation Notice Date Submitted: 9 APRIL 2007 72 CONS/BASE SERVICES 7858 5TH STREET TINKER AIR FORCE BASE OK 73145 BASE CIVIL ENGINEERING SERVICES, SOL FA8101-06-R-0012 DUE APPROXIMATELY 31 MAY 07 72 CONS/PKAB TINKER AFB OK 73145, For additional information contact the Contracting Officer, Meredith Gentry/(405) 739-4170. This procurement is for the Base Civil Engineering Services to be performed at Tinker Air Force Base. The contract will be a base 2 year period with six one-year option periods. The contractor is required to provide management services for 16 million square feet in 703 facilities and approximately 5,032 acres of land to include administration and customer support for engineering services (real property; planning and programming; architectural-engineering consulting, investigations, and evaluations; project management for design, contracting support, and construction management), operations (work requests, facilities, maintenance engineering, infrastructure, and central plant operations); emergency management and response; housing; and resources The proposed strategy is to award an indefinite-delivery requirements type contract with multiple Contract Line Item Number (CLIN) structures including Firm Fixed Price (FFP) and award fee incentive. The acquisition strategy is to solicit small business concerns as described in FAR 6.203 and 6.204, Set-Aside for 8(a), utilizing source selection procedures outlined in FAR 15, DFARS Part 215, and AFFARS Part 5315. This acquisition will be a FAR Part 12 service contract. The approximate issue date will be 18 APRIL 2007. Electronic procedures will be used for this solicitation. No telephone requests. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
