Description United States Department of Transportation?s (DOT) National Highway Traffic Safety Administration (NHTSA) intends to award a single, Firm Fixed Price Contract, the Period of Performance is 12 months after award to Enterprise-Elements for the following items. 1) Elements Repository w/ 5 concurrent licenses - The Elements Repository is specifically designed for the management and analysis of dynamic, highly-interrelated data and metadata. The Elements Repository can manage the complete lifecycle of information ? from initial input through review, versioning, analysis, reporting and retirement ? or can act as an analytical warehouse of information drawn from other sources, such as modeling tools, ERP systems, asset management systems, etc. Elements Repository is also a powerful platform for developing custom repository-based applications. (1/each) 2) Repository Annual Maintenance Fee ? The annual maintenance fee covers all upgrades and technical support for the year. (1/each) 3) Concurrent Licenses GTS ? Concurrent licenses allow users to access the repository simultaneously. These users have access to all features of the software, including metamodel creation/modification, user management, import/export utilities and modification of data. (30/each) 4) Levels I & II Maintenance Fee - The annual maintenance fee covers all upgrades and technical support for the year. (30/each) 5) Read-Only License ? Unlimited ? This is for an unlimited number of read-only users. These users can browse, run reports, customize desktops, search the data in the repository, as well as provide feedback on the information using discussion threads. (1/each) 6) Read-Only License Annual Maintenance Fee - The annual maintenance fee covers all upgrades and technical support for the year. (1/each) 7) Elements Onsite 2-day Training Class - Enterprise Elements Functional Training covers all end-user features and functions, including Portal, eDiagram Manager, eExplorer, Link Matrix and overall usage principles. It also includes an overview of the extensibility capabilities of the Elements platform, but not detailed coverage of how the extensibility is performed. The intended audience is project team members who will be designated expert users and individuals who will be specifying requirements for product configuration and customization. (for three people) 8) Elements Consulting/Mentoring ? Enterprise Elements specializes in implementing the Elements Repository. Consulting and mentoring can include functions such as metamodel/framework definition, query & report implementation and standards development. Exact requirements will be developed by NHSTA upon purchase and implementation. (approximately 360 hours) This requirement is a non-competitive acquisition and no solicitation is available. The proposed acquisition is for Elements Repository Software Licenses and Maintenance Requirements which the Government intends to solicit and negotiate with Enterprise-Elements in accordance with FAR 6.302.1. The Elements Repository is specifically designed for the management and analysis of dynamic, highly-interrelated data and metadata which satisfy NHTSA?s and DOT?s necessity for managing large volumes of information in accordance with its numerous complex database process environments. The determination by the Government not to compete this acquisition is solely within the discretion of the Government.
