Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number 21-07-267DE2313 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. This action is set aside for small businesses. This requirement is being synopsized as a small business set-aside under the North American Industry Classification System code 611699. The United States Coast Guard ? Atlantic Strike Team requests a quote for Base Year and Two (2) Option Periods to provide a 24 hour Incident Command System Program for 30 students at the United States Coast Guard ? Atlantic Strike Team Facility in Fort. Dix, NJ using a combination of classroom lecture and a table top exercise (to be worked out between the Contractor and the USCG representative). Contractor shall follow OSHA CFR29, 1910.120 (q) regulations and NFPA 472 Standards for the delivery of the training. United States Coast Guard ? Atlantic Strike Team operating and safety rules will be followed during training described in this solicitation. United States Coast Guard - Atlantic Strike Team will provide a safety briefing and orientation on these rules prior to commencement of training. TASK DESCRIPTION - United States Coast Guard - Atlantic Strike Team, Training. Task 1: Deliver a single, 24-hour On-Site course for United States Coast Guard - Atlantic Strike Team at their location. Contractor shall provide: 1. One Instructor, 2. Course Handouts, 3. Select Visual aids, 4. Course Manual for 30 students, and 5. Certificates, with coordinator copies (based on 30 students). Responsibilities: This solicitation assumes that each party will be responsible for the following: Contractor: Provide instructor and materials to accomplish the training described in this solicitation. An Incident Command System program developed by the vendor will be conducted at the United States Coast Guard ? Atlantic Strike Team Facility between April 10 and April 12, 2007, as described above. United States Coast Guard - Atlantic Strike Team: Provide a United States Coast Guard - Atlantic Strike Team staff member for Liaison and Logistic support to vendor instructor during training. Provide person to coordinate with vendor for delivery of training program. Provide in writing, to vendor any request for additional material and/or equipment. Provide point of contact coordinate with vendor during planning phase. Provide training facility for training. Provide computer projector for training. Place of performance is at the United States Coast Guard Atlantic Strike Team Facility in Fort Dix, NJ, Dates of performance to be determined after award of contract between Contractor and Technical POC. A firm fixed price contract is anticipated. The clause at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial applies to this acquisition. The Government will award in accordance with FAR part 13 on a best value, technically acceptable basis to include price and past performance. Each offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
