Description
NASA/MSFC is hereby soliciting information about potential sources for Marshall Engineering Technicians and Trades Services (METTS) at Marshall Space Flight Center. Marshall Space Flight Center (MSFC) has a continuing requirement for Engineering Technicians, Machinists, Electronic Mechanics, and Other Trade Skills to perform testing, machine and electrical shop operations, and other technical activities. This contract will also include an engineering workforce necessary to support work accomplished by the technicians. This contract will ultimately include a diverse amount of technical support providing the vast majority of technician and skilled labor to the Engineering and Science and Mission Support Directorates at the Marshall Space Flight Center. Listed below are the significant areas encompassed in this solicitation: The selected contractor will, among other tasks, perform a wide variety of tests in various environments on many different types of materials, mechanical and electrical components, and mechanical and electrical systems that are currently being used or have the potential to be used on NASA missions. This effort includes work previously performed on Contract NAS8-01050 and currently being performed on Contract NNM06AB30C. The selected contractor will be responsible for the fabrication and assembly of space flight and associated hardware. Tasks will consist of, but not be limited to, manufacturing of R&D space flight and ground support hardware (including prototype and mock-up), experiments, equipment, test fixtures, and tooling. This effort includes work that is currently being performed on Contract NAS8-02115. It is anticipated that the selected contractor will be responsible for the operation of the MSFC metrology laboratory (calibration lab) including calibration of all center instrumentation, physical standards, mechanical instruments, dimensional standards, maintenance of calibration standards, and associated engineering will be included in the second half of the base year. The selected contractor will be responsible for providing engineering technical support that includes research, design, drawings, testing, evaluation, modification, or manufacturing process improvement on electrical, electronic, or mechanical components or equipment, ground and space based research investigations; technology development; program, project, and portfolio formulation; implementation of concepts and requirements definition; reviews; analytical integration; test operations; hardware refurbishment, maintenance, certification, and systems integration; mission operations; and data analysis. Hardware maintenance, certification, and analytical and physical integration functions include systems engineering, avionics, software, communications, control systems, fluid mechanics, instrumentation, mechanical, structural, thermal, data systems, optical, materials, and materials processes. We anticipate that all of the work proposed under this contract will be performed on-site at the George C. Marshall Space Flight Center near Huntsville, Alabama. MSFC will furnish installation provided government property, including machinery, test equipment and test facilities for this effort. This procurement is planned as a total small business set-aside for 8(a) firms with a size standard of no more than 1000 employees. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number).
