- This is a Topical Broad Agency Announcement (TBAA) for Energy Storage System (ESS) for Rotary Electromagnetic Launcher (REML), BAA #072333. You are directed to the following web site for the complete announcement. http://npt.nuwc.navy.mil/contract/ . This BAA will follow a two-step process. Step I will be a request for proposal abstracts. Proposal abstracts must be received by 04 MAY 2007 at 2:00 pm local time. Step II will be an opportunity to submit a proposal. Step II will allow thirty (30) days for proposal preparation and submission. Full proposal must be received by 22 JUNE 2007 at 2:00 pm local time. Organizations wishing to participate in this requirement will be required to submit their abstracts and proposals to the Commercial Acquisition Department, Building 11, Naval Undersea Warfare Center Division, Newport, Attn: Nancy Howard, Code 5912B, howardns@npt.nuwc.navy.mil.
