- The Specialty Center Contracts, Core, NFESCW Code RAQN0 is seeking repair/refurbishment services for the overhaul of a Mobile Utilities Support Equipment (MUSE) electrical outdoor type, skid mounted 1500 - 5000/6250kVA (OA/FA) substations on behalf of the Mobile Utilities Support Equipment (MUSE) Division, Naval Facilities Expeditionary Logistics Center (NFELC), Port Hueneme, California, 93043. The requirement entails the Contractor be able to provide the equipment, supplies, materials, machinery, and facilities that will be necessary to complete the overhaul of the aforementioned substations. This procurement is being processed in accordance with FAR Part 12, Acquisition of Commercial Items. The requirement is subject to full and open competition and has NOT been set aside for small business. It is anticipated that a Firm Fixed Price IDIQ Contract with a base year and four additional option years will be awarded. The North American Industry Classification System (NAICS) code for this requirement is 237130, Power and Communication Line and Related Structures Construction. Firms will be required to demonstrate experience and understanding of the manufacturing and repair process related to these types of substations/communication equipment. Award will be made to the responsible offeror whose proposal, as it conforms to the solicitation requirements, represents the best value to the Government in terms price, past performance and other non-price related factors. The solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and amendments thereto will be posted on the FEDBIZZOPS http://www.fedbizopps.gov/.and on the NAVFAC-E-Solicitation website at http:///www.esol.navfac.navy.mil. The Solicitation will be available for review on the website on or around 23 April 2007; the closing date will be thirty days after posting. It shall be the contractor?s responsibility to regularly check the websites for any amendments or related postings to the solicitation. Qualified, interested parties are required to register for the solicitation at the NAVFAC E-Solicitation website. The Contractor is required to register with the Department of Defense Central Contractor Register (CCR). No contract award will be made to any contractor that is not already registered or in the process of registering.
