- U.S. Army Research, Development and Engineering Command (RDECOM) Acquisition Center, Edgewood Contracting Division, Aberdeen Proving Ground, MD 21010-5424 intends to award an Indefinite Delivery/Indefinite Quantity contract to General Dynamics- Armam ent and Technical Products (GD-ATP), Charlotte, NC to upgrade and enhance the effectiveness of the Increment 1 Joint Service Lightweight Standoff Chemical Agent Detector (JSLSCAD). It is anticipated that Research, Development, Test and Evaluation (RDT&E ) funding will be obligated and expended under the ID/IQ contract, with a contract ceiling of $8M. The proposed contract will require the contractor to provide engineering services to support the Increment 1 JSLSCAD product improvement efforts. The contr actor will provide all facets of system engineering controls to fully integrate the proposed configuration changes; test support to validate the proposed changes; modeling and simulation support to predict and fully analyze system operational capability; a nd system maintenance procedures to support other programs currently completing test and evaluation cycles for integrated JSLSCAD systems. This effort is being solicited from (GD-ATP) pursuant to 10 USC 2304(c)(1), Only One Responsible Source and no othe r supplies or services will immediately satisfy agency requirements, as implemented by FAR 6.302-1. GD-ATP is the only responsible source fully proficient in the Increment 1 JSLSCAD software control system, chemical warfare agent detection algorithms, and the system hardware configuration to satisfactorily provide the system engineering services to effectively implement the JSLSCAD modifications and supporting systems engineering tasks required under the proposed contract. The period of performance for t he proposed contract is approximately 1 June 2007 to 30 September 2009.
