- On behalf of the Joint Chiefs of Staff, Office of the Chief Information Officer OCIO) and in accordance with FAR 6.3 the Contracting Center of Excellence (CCE) proposes to procure contracted services. The purpose of this procurement is the creation o f a network infrastructure which has the fundamental structure to support a net centric operational environment for the period of one year for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. I t is the Government's intent to negotiate on a sole source basis with General Dynamics System Development and Integration Service, 10560 Arrowhead Drive, Fairfax, VA 22020. The objective of the procurement is to upgrade the existing High Assurance Control led - Interface Trusted Network Enclave (HACI-TNE) to include a connection to intelligence and compartmentalized systems and computing environments. Interested vendors may identify their interest and capability to respond to the requirement or submit prop osals no later than 11:30AM EST 13 April 2007. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion o f the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The point of contact for this action is Peggy Y.
