- The Federal Highway Administration (FHWA) plans to award a sole source purchase order to the Colorado Natural Heritage Program to conduct the Geospatial Environmental and Community Analysis in Pueblo and El Paso Counties of Colorado. This analysis is to be conducted and documented in such a way that facilitates the National Environmental Policy Act (NEPA) analyses and permitting that are required for individual transportation projects. The FHWA seeks to provide innovative analysis of regional environmental and community issues in a specific geographic area to demonstrate the potential benefits of such analysis and document a success story that others can use as models. The FHWA has chose Pueblo and El Paso Counties in Colorado as the test bed for this analysis. This effort is expected to adhere to the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: a Legacy of Users (SAFETEA-LU) consultation and mitigation provisions, FHWA Planning and Environmental Linkages initiative concepts and Colorado?s Department of Transportation Linking Planning and NEPA guidance. The CNHP is uniquely qualified to conduct this requirement. CNHP employs experts in ecology and Geographic Information Systems (GIS) technology. CHNP possesses a unique understanding of the ecological issues upon which is requirement hinges. Therefore, CNHP is the only known source that can provide this service. This is a Simplified Acquisition and the anticipated award date is on or about April 20, 2007
