Description
STATEMENT OF WORK: A. General Description The Anti-Drug Abuse Act of 1986 and the President's Executive Order (E.O.) 12564 address the goals of establishing a drug-free workplace for the public and private sector. The E.O. 12564 directed agencies to establish a program to test for the use of illegal drugs by employees in sensitive positions. The Uniformed Services University of the Health Sciences (USUHS), Bethesda, MD requires a contractor to perform drug testing for USUHS and Armed Forces Radiobiological Research Institute (AFRRI) employees in accordance with: a) Department of Health and Human Services (HHS), Mandatory Guidelines for Federal Workplace Drug Testing Programs ( 53 Federal Register-FR 1979, 59 FR 29908, 63 FR, No. 219, and FR volume 69, No. 71); b) HHS Medical Review Officer Manual for Federal Workplace Drug Testing Programs; c) HHS Urine Specimen Collection Handbook for the New Federal Drug Testing Custody and Control Form (OMB Number 0930?0158, Exp Date: June 30, 2003); the Statement of Work herein; and e) USUHS Drug-Free Workplace Program Instruction 1412 (May 27, 2004). The Secretary of HHS or his/her designee may routinely update the HHS Guidelines for the purpose of providing additional guidance. The contractor shall be required to obtain and comply with updates of the HHS Guidelines as they are issued. USUHS conducts urinalysis testing to detect and deter illegal drug use by its civilian employees. USUHS is required to conduct random, reasonable suspicion, accident or unsafe practice, pre-employment, volunteer, and follow-up drug testing. This contract will provide for collection of urine specimens from USUHS/AFRRI civilians and applicants for USUHS Testing Designated Positions (TDP). There are approximately 110 civilian employees in the USUHS/AFRRI drug testing pool. The testing rate for random testing of TDPs is 100% of the TDP pool per year. B. Program Management 1. The following are key positions which are important to the functioning of the Drug-Free Workplace Program (DFWP): Drug Program Coordinator (DPC) is responsible for overall management and guidance for the civilian DFWP. Serve as the principal contact with the contractor and contract collection personnel, ensuring the effective operations of the collection process of the program. Alternate DPCs may act in the place of the DPC. Medical Review Officer (MRO) is a licensed physician with knowledge of substance abuse disorders. MRO responsibilities include: 1) receipt, review, and interpretation of all negative, positive and non-negative test results confirmed by the laboratory; and 2) examination of alternative medical explanations for a positive, adulterated, substituted or invalid test result. Laboratory is responsible for urinalysis of the specimen. Contractor Program Manager is responsible for the overall administration of this contract. He/she shall identify levels of authority that will be the contractor's authorized representative for technical and administrative performance of all services required in the contract. He/she will provide the USUHS DPC or responsible official with a regular and toll free telephone number for contacting the contractor representative during business hours and/or a pager or cell telephone number. A regular and/or toll free fax number and an e-mail address will also be provided. Contractor Representative is responsible for the day-to?day operations of this contract. Collectors are responsible for collecting urine specimens for drug testing. 2. On a semi-annual basis the contractor and USUHS DPC will discuss contract performance issues. The contractor shall provide information and written reports to the DPC concerning the work being performed under this contract, as requested. 3.
