- Description Services Nonpersonal: 12 CONS/LGCA Randolph AFB is issuing a draft solicitation for T-43 flight operations in support of the Combat Systems Operator (CSO) Schoolhouse at Randolph AFB, TX. This draft solicitation is being issued to allow prospective offerors the opportunity ask questions and provide comments prior to the Government issuing the Request for Proposal (RFP). The Government will entertain questions and comments from industry until 11 April 2007. The Government anticipates issuing the RFP on or about 16 April 2007. Scope The contractor shall provide all personnel, equipment, tools, materials, supplies, supervision, and all other items and services necessary to fulfill T-43 flight operations in support of the Combat Systems Operator (CSO) schoolhouse training and operation. Contractors will be required to follow CSO safety guidelines in accordance with Air Force Instructions and comply with FAA standards. Performance Period The government contemplates a basic contract period commencing 1 Aug 07 through 30 Sep 07, a one 1-year option period from 1 Oct 07 through 30 Sep 08, plus seven (7) six-month (6) options periods. This requirement is part of the Base Realignment and Closure Commission with a phase-out projection sometime between 2009 and 2011 and will no longer be required. The planned NAICS (North American Industry Classification System) code is 611512 with a business size of $23.5M. The RFP will be issued using Full and Open competition. All information required for submission of an offer will be identified in the RFP. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.2040-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All prospective offers interested in submitting a proposal on this solicitation must have a commercial and government entity code. This synopsis is not to be construed as a commitment by the government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The RFP will be electronically issued and may be accessed and downloaded at the following web address: http://www.fbo.gov/.
