- Comprehensive Furniture Management System March 30, 2007 Information and Clarifications based on discussion at the Proposal Conference on March 28, 2007. Project- Comprehensive Furniture Management Services, CFMS, Child Development Center, CDC Clarification is given for the following Questions/Comments: LINE ITEM 0002-Administration of the CFMS Program Question-Comment 28: In our industry, we are usually allowed to bill for administrative costs up to a certain percent throughout the procurement of the items. A small percentage is left to invoice by the time the work is completed. Will you revisit this issue? It is hard on the contractor to receive payment in this manner. Response: The SEC will take this under advisement and revisit this issue. We will determine if we will revise this requirement or if it will remain the same. Question-Comment 29: How about attaching the administrative costs to some milestones or tying the costs to the deliverables? Response: The SEC will take this under advisement and comment via an Amendment to the Solicitation. Question 30: Are you entertaining an hourly rate at all? Response: No. CLARIFYING DETERMINATION FOR QUESTIONS 28-30: Section B.1, Comprehensive Furniture Management Services, CFMS, Child Development Center, CDC has been changed as follows: Under paragraph B.1, NOTE 3 has been changed to read: (3) CLIN 0002 is the fee to be paid the Contractor for the CFMS services. To receive payment for CLIN 0002, the Contractor shall provide evidence of paid invoices and items delivered under CLIN 0001. The Contractor shall submit invoice(s) for CLIN 0002 based on the paragraph F.5 Schedule of Deliverables in the following manner: Invoice up to the following percentage of the total CLIN 0002 price for the following deliverable items: 30% upon delivery of the Furniture, Furnishings & Equipment Master Plan 20% upon delivery of the Comprehensive Delivery and Installation Plan 10% upon delivery of the Product Manual Binder(s) 15% upon delivery of the Copy of inventory annotated with the post-move condition of each item 25% upon delivery of the final inventory and reconciliation of all punch-list items Project 2 ? Comprehensive Furniture Management Services, CFMS, Commission-wide Program to Replace and Upgrade Office Furniture, SEC Offices. Clarification is given for the following Questions/Comments: LINE ITEM 0007-Administration of the CFMS task order requirements Question 36: Our GSA contract requires an hourly rate for the fee. Question/Comment 37: This takes away the contractor?s incentive to buy discount. Would you consider an hourly rate with a percentage cap? Response to Questions 36 and 37: The SEC will take these questions and comments into consideration. Any change will be noted in an Amendment to the Solicitation. CLARIFYING DETERMINATION FOR QUESTIONS 36-37: This determination is still under discussion. Question 40: Can we get a breakdown of the number of SEC employees by location and the square foot of each location? Also, can we get the floor number for each location and the loading dock specifications? Response: The SEC will provide the number of SEC employees by location, the square feet of each SEC location, and the floor number for each location via Amendment to the Solicitation on FEDBIZOPS. We will provide the loading dock specifications for each location if required during the task order process. We will respond via Amendment to answer the size of electronic file that can be received via e-mail. We will send an e-mail receipt of proposal delivery. CLARIFICATION AND INFORMATION FOR QUESTION 42: The largest electronic file that can be received via SEC e-mail is 7 megabytes. Files larger than this should be split up to assure delivery.
