Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm Fixed Price Delivery Order under Basic Ordering Agreement N00019-05-G-0026 with McDonnell Douglas Corporation (MDC), a wholly owned subsidiary of The Boeing Company, P.O. Box 516, St. Louis, MO 63166-0516 for LITENING AT Pod Integration Kits. The USMC has a need for interim capability for Forward Looking Infra Red (FLIR), Electro Optical (EO), Laser Target Designator, and Laser Spot Tracker (LST) for the F/A-18A+ / F/A-18C reserve aircraft. This procurement shall allow this capability to be placed on the aforementioned aircraft. It shall include approximately 6 integration kits with options for increased quantities. The proposed solution is to integrate the AN/AAQ-28 (v)(8) LITENING AT Targeting Pod (Pod) on the F/A-18A+ and / or F/A-18C aircraft. The Pods are already in use by the USMC AV-8B aircraft, 25 F/A-18D aircraft, and 14 F/A-18A+ aircraft. A rapid integration of the Pods with the Reserves? F/A-18A+ and / or F/A-18C will provide the USMC Reserves with a limited Air to Ground (A/G) laser targeting capability. The pods and integration kits will be functionally checked with the F/A-18A+ and / or F/A-18C weapons systems to provide this interim capability while minimizing required hardware and software changes to the Pods and F/A-18A+ and / or F/A-18C aircraft. This effort encompasses both the Non-Recurring Engineering (NRE) and Recurring activities required by the contractor to build, install and integrate the Pod kits on F/A-18A+ and / or F/A-18C aircraft. This action shall include, but is not limited to, the following activities: NRE required for integration of the Pods on centerline stations with the F/A-18A+ / F/A-18C aircraft and functional check with the F/A-18 Systems Configuration Set (SCS) 19C. Functionality of the Pods for this effort is limited to A/G, EO and IR Targeting; A/G Laser Designation, Ranging, and Marketing; and LST targeting in support of Forward Air Controller/Airborne (FAC/A) missions and Laser Guided Weapon deliver. As the sole designer, developer and manufacturer of the F/A-18 aircraft, only MDC has the requisite knowledge, experience, and technical data required to successfully complete these tasks without causing unacceptable delays in meeting the fleet's operational requirements and without substantial duplication of cost to the Government. Additionally, only MDC has the F/A-18 peculiar engineering data and expertise, facilities, and test equipment to provide the Government's minimum needs in a timely manner.
