- DRAFT TUBE BULKHEAD LIFTING BEAM AND DRAFT TUBE BULKHEAD INSPECTION - STOCKTON POWER PLANT Contractor must be register in CCR and ORCA prior to award. Complete solicitation may be obtained through FedTeds. The Certified Weld Inspector (CWI) shall furnish all material, labor, equipment and services necessary for and incidental to nondestructive examination (NDE) of three (3) draft tube bulkheads (DTB) and one (1) draft tube bulkhead lifting beam located at th e Stockton Power Plant. The Stockton Power Plant is located approximately 130 miles south of Kansas City MO. All three of the DTB and the draft tube bulkhead lifting beam shall undergo a 100 percent visual inspection. The draft tube bulkhead lifting beam shall be inspected prior to use in lifting the DTB. The DTB and lifting beam inspection shall occur in one mobilization (one site visit) except under the condition that the lifting beam requires repairs prior to next use as a result of CWI inspection find ings. The CWI shall provide a summary of the weld inspection findings to the Power Plant representative. The CWI shall notify the Qualified Engineer of all weld deficiencies that require paint removal to facilitate further NDE. The type of NDE required shall be identified on the structure (MT, UT, PT, etc.). The CWI inspection report shall document the areas where further NDE is to occur. Paint removal to facilitate further NDE will not occur concurrently with the CWI inspection outlined in this SOW. All requirements made in the SOW are in accordance with the 2002 AWS D1.1 Structural Welding Code unless otherwise noted. QUALIFICATIONS. The CWI shall be an AWS Certified Welding Inspector (CWI) qualified and certified in conformance with the provisions of AWS QC1, Standard and Guide for Qualification and Certification of Welding Inspectors. The individual performing nonde structive examination (NDT) shall be qualified to ASNT Level II or III in conformance with Recommended Practice SNT-TC-1A. The Inspector(s) shall meet the requirements for visual acuity per 6.1.3.7 of AWS D1.5. The same individual performing the CWI inspec tion can perform the NDT if qualified for both positions. The CWI shall submit for COE review, documentation outlining his/her qualifications prior to start of the work outlined in this SOW. SAFETY. The CWI shall comply with the health and safety provisions of EM 385-1-1; Safety and Health Requirements Manual dated 3 November 2003. WORKING HOURS. Power plant personnel will be available to move the DTB and lifting beam as needed to facilitate inspection from 6:30 AM to 4 PM, Monday through Friday. The CWI shall coordinate with the power plant personnel prior to the start of the insp ection as to when the power plant personnel are available to provide assistance. SCHEDULE. The CWI inspection identified in this SOW is tentatively scheduled to occur in April 2007. The actual date(s) of the CWI inspection will be coordinated with the Corps of Engineers upon award and notice to proceed of the contractor.
