- The U. S. Army Joint Munitions & Lethality Life Cycle Management Command, Picatinny Arsenal, NJ, in support of the Project Manager Combat Ammunition Systems (PM-CAS) Picatinny Arsenal NJ, is currently seeking qualified sources to determine the qualifications of private industry to Load, Assemble, and Pack (LAP) the 155MM M231 and M232A1 MACS propellant charge increments. The planned production contract is estimated to include a basic buy of up to 1.4 million propelling charges with four years of options. The LAP of both the M231 and M232A1 MACS propelling charge increments includes the loading and assembling of each increment, packing the increments in metal cans for shipment, and then subsequently shipping to the required destinations. These operations involve the handling of energetic materials (Class 4.1C flammable solid - to Class 1.1). GFM items for this contract are Combustible cases, Metal Ammuntion containers, Main charge propellant, Ball Powder, and Black Powder. The contractor would be responsible for the purchase of packing material, end seal, and igniter bags for loading. The main components, which comprise each propelling charge increment, include the following: (1) Combustible cartridge case assembly consisting of body, cap, and center core tube, (2) Main charge propellant, (3) End igniter which consists of end igniter propellant contained in end igniter bags, (4) Core igniter which consists of core igniter propellant contained in a core igniter bag, and (5) End seals, which cover the holes on both ends of the increments where the end igniters are placed. Operations include the following: (1) Sewing operations in order to close the loaded igniter bags; (2) Weighing operations in order to load the correct mass of igniter propellants and main charge propellants; (3) Vibration operations in order to load the correct mass of igniter propellants and main charge propellants; (4) Gluing operations in order to bond the combustible case cap to the body; and (5) Labelling operations in order to provide identification for the increments-on both increments, the metal shipping cans and shipping pallets. The contractor shall be required to purchase all packaging (excluding metal cans) materials necessary to LAP the propelling charge increments which include sleeves, cushions, etc. The contractor shall provide the end igniters and core igniters necessary to LAP the propelling charge increments. Potential approximate combined LAP deliveries of the M231 and M232 propelling charge increments are outlined below: FY07 - LAP 1.4 million M231/M232 propelling charges. FY08 - LAP 1.6 million M231/M232 propelling charges. FY09 - LAP 1.6 million M231/M232 propelling charges. FY10 - LAP 1.6 million M231/M232 propelling charges. FY11 - LAP 1.6 million M231/M232 propelling charges. The contractor should have the following: - Experience in efforts of similar complexity, such as the L.A.P. of other munitions for applications 120MM and larger, which incorporate rigid combustible cases, propellants and igniters. - Experience with respect to propellant handling/storage and other hazardous handling/storage. - Available on-site or near-site storage capacity to handle/store at least 1,000,000 pounds of energetic materials at one time. This market survey is for items that are restricted to U.S. and/or Canadian sources due to the following reasons: a. The MACS and its components are on The Militarily Critical Technologies List (MCTL), Oct. 1992, as a critical element in section 12.2 for ???Gun Propulsion??? system. Therefore, the MACS Technical Data Package (TDP) is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751, et. seq.) and is subject to DoD Directives 5230.24 and 5230.25. b. In accordance with DoD Directive 5230.24 and 5230.25, as a critical technology, MACS is subject to export control, and additionally the drawings are marked with limited distribution statement ???F??? which states ???Further dissemination only as directed by AMSTA-AR-AEE-B, Picatinny Arsenal, NJ 07806- 5000 or higher DoD authority???. c. MACS is a direct replacement for the 155MM Propellant Charge M203A1 and all current bag-type 155MM Propellant Charges (M119A2, M4A2, M3A1). It is on the Industrial Preparedness Planning List (Ref: HQ, IOC Memorandum, signed by Mr. Janik, Deputy Chief of Staff for Industrial Readiness, dated 14 May 1996). The MACS components are restricted to U.S. and/or Canadian production sources. d. As such the MACS TDP will not be released to any foreign company unless this company can obtain an export license and also agrees to submit a confidentiality statement which states that the information in the TDP will not be used to produce any MACS components for any companies and countries without the permission from the U.S. Government. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. Firms with experience in the areas cited above should provide a summary of their company???s capabilities including a description of facilities, personnel and past experience to meet this requirement via email, or electronically, no LATER THAN 16 April 2007.
