Description
The Solicitation is amended to extend the closing date from 4 April 2007 to 11 April 2007, 12 noon, Mountain Standard Time. The Electronic Proving Ground, Fort Huachuca, Arizona is soliciting proposals for the following requirement (No Substitutes): Power Amplifiers for the Thermotron DS 640 Dynamic Shakers. The requirements are as follows: Vertical Amplifier Upgrade: Provide an air cooled vibration test system that will allow the existing system performance capabilities to be upgraded to the enha nced system performance requirements for Vertical axis vibration testing. Power Source is 480V, 3-phase, 60HZ. Amplifier requirements: Air cooled Class D pulse width modulated design; 30 KVA output minimum; IGBT output transistor circuitry rated with an effici4ency greater than 90 percent; Switching frequency greater than 100 kHz; hot exhaust air must exit top of power amplifier; Enclosure must include EMI gaskets at all door and panel joints; Gaskets must interface copper clad or plated service; 3 phase line filter to prevent conducted EMI; Internal 3 phase breaker to protect wiring and allow visual proof of power shutoff during servicing; Single bay EMI NEMA enclosure; Monitor all existing sensors in the Shaker and initiate appropriate shutdown whenever a sensor indicates a fault condition; Front panel switches, meters, indicators to include: Input DC Voltage, Input DC Current, Output Voltage, Output Current, Gain Control and Amplifier start up switches and status lights; Amp Interlocks: Over Temp, Over Current Limit, Over Volt Limit and Bar Graph showing percentage max current and percentage max voltage; Shaker Interlocks: Over Temp, Over Current, Over Stroke, Coolant (Blower) and Field Voltage; Emergency Shutdown: Selection of amplifier automatic star tup and shutdown from temp chamber logic; Upgraded amplifier must include two 100:1 attenuated AC voltage outputs, one proportional to output voltage and one proportional to output current; These output signals are intended to be record4ed by the digital c ontrol system during shock tests to determine whether the test can be completed without damage; Field Supply requirements: Must be matched to Shaker specifications below; Include front panel selectable DC Field power levels, one at Max field mode and one E nergy Save mode; Include front panel Field Current meter; Field Supply housed in same single bay cabinet as Power Amplifier; air cooled; Amplifier must activate and deactivate the DC Field Supply automatically; Shaker Requirement: Upgrade, modify or repla ce as required, the existing DS-640 electrodynamics shaker body components to a double-ended field coil configuration; Armature Diameter: 25.5 inch diameter overall with 24 inch diameter outer bolt circle; Armature Insert Pattern: must be directly compatib ility with existing Team HE-48 Head Expander s/n 111 (742 lbs); Pneumatic Load Support: 1900 lbs minimum with automatic armature centering; Armature Weight  145 lbs maximum; Armature Resonant Frequency  above 2000 Hz; Stray Gauss Level  10 gauss maximum measured at 6 inches above armature; Enhanced system performance requirements  Freq Range: Rated Output 5Hz  2000Hz; Sine  10000 lbs pk force; velocity  50 inch/sec pk; stroke  2 inches pk-pk; Random  10000 lbs rms random force; Flat PSD 20-2000 Hz 500lb load or greater; also capable of transportation PSD 60; Field Supply requirements: Must be matched to Shaker specifications below; Include front panel selectable DC Field power levels, one at Max field mode and one Energy Save mode; Include front p anel Field Current meter; Field Supply housed in same single bay cabinet as Power Amplifier; air cooled; Amplifier must activate and deactivate the DC Field Supply automatically; Shaker Requirement: Upgrade, modify or replace as required, the existing DS- 640 electrodynamic shaker body components to a double-ended field coil configuration; Armature Diameter: 25.5 inch diameter overall with 24 inch diameter outer bolt circle; Armature Insert Pattern: must be directly compatibility with existing Team HE-48 Head Expander s/n 111 (742 lbs); Pneumatic Load Support: 1900 lbs minimum with automatic armature centering; Armature Weight  145 lbs maximum; Armature Resonant Frequency  above 2000 Hz; Stray Gauss Level  10 gauss maximum measured at 6 inches above armature; Enhanced system performance requirements  Freq Range: Rated Output 5Hz  2000Hz; Sine  10000 lbs pk force; velocity  50 inch/sec pk; stroke  2 inches pk-pk; Random  10000 lbs rms random force; Flat PSD 20-2000 Hz 500lb load or greater; also capable of transportation PSD to 5-500 Hz @ rated stroke with 6000 lbs rms force available (assumes zero body motion); Shock Pulse  20000lbs pk force; 20 g pk @ 11 msec ? sine with 800 lb mass on armature; Existing System Performance: Freq Range  Rated Output 20Hz  2000Hz; Sine  5400 lbs pk force; velocity  42 inch/sec; stroke  2 inches pk-pk; Random  6000 lbs rms random force; Shock Pulse  No known shock ra ting; Horizontal Amplifier Upgrade: Provide an air cooled Power Amplifier to drive two Thermotron Model DS-640-985 Shakers; a replacement DC Field Supply will also be provided; Power Source is 480V, 3-phase, 60HZ. Amplifier requirements: Air cooled Cla ss D pulse width modulated design rated at 30 KVA output; efficiency greater than 90 percent; Switching frequency greater than 100 kHz; hot exhaust air must exit top of power amplifier; Enclosure must include EMI gaskets at all door and panel joints; Gaske ts must interface copper clad or plated service; 3 phase line filter to prevent conducted EMI; Internal 3 phase breaker to protect wiring and allow visual proof of power shutoff during servicing; Housed in a single bay EMI NEMA enclosure; Include a front p anel DC Offset control for adjusting the shaker armature position electronically; Must monitor all existing sensors in the Shaker and initiate appropriate shutdown whenever a sensor indicates a fault condition; Front panel switches, meters, indicators to i nclude: Input DC Voltage, Input DC Current, Output Voltage, Output Current, Gain Control and Amplifier start up switches and status lights; Amp Interlocks: Over Temp, Over Current Limit, Over Volt Limit and Bar Graph showing percentage max current and per centage max voltage; Shaker Interlocks; Emergency Shutdown  Selection of amplifier automatic startup and shutdown from temp chamber logic; Include two 100:1 attenuated AC voltage outputs, one proportional to output voltage and one proportional to output c urrent; These output signals are intended to be recorded by the digital control system during shock tests to determine whether the test can be completed without damage; Compare voltage and current with max peak allowed to predict levels of shock possible w ithout risking damage to Amplifier or Shaker; Field Supply requirements  Should match existing DS-640-985 Shaker specifications below; Include front panel selectable DC Field power levels, one at Max field mode and one Energy Save mode; front panel Field Current meter; Field Supply housed in same single bay cabinet as Power Amplifier; air cooled; activate and deactivate the DC Field Supply automatically; System Performance  The Amplifier and Field Supply shall allow achieving the following performance whe n driving the DS-640-985 Shaker: Max Field / Driving existing Team Slip Table; Random Transportation Vibration: 5-500Hz PSD at MID-STD-810 grms levels called for at rated stroke. FOB DESTINATION: Fort Huachuca, Arizona. Payment will be made by Governme nt credit card under Net 30 Terms. Offers are due no later than 12 noon, Mountain Standard Time, Wednesday, 11 April 2007. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition (See evaluation criteria above).
