Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ), HSCG84-07-Q-3PZA85, incorporates FAR provisions and clauses in effect through Federal Acquisition Circular 05-16. This is a 100% small business concern set-aside procurement. Only offers from small business will be considered. The applicable North American Industry Classification (NAIC) code is 334519, size standard is 500 employees. An award will be made using simplified acquisition procedures, in accordance with FAR Part 13, as a firm fixed price purchase order. The U S Coast Guard Maintenance and Logistics Command, Atlantic (fcp-4) intends to issue a sole source purchase order to DYNALCO Controls, the original equipment manufacturer (OEM) for the following requirements: CLIN 1 ? Diesel Engine and Rotating Machine Analyzer System, DYNALCO Model No. RECIP-TRAP 9260/DR, including all standard hardware, cables, sensors, tools, accessories, and chargers. QTY: 1 each; CLIN 2 ? Spares and Additional Accessories for 9260/DR: a) Trigger Module Signal Conditioner, TM5D, P/N 26084. 1 each; b) 8-ft Accelerometer & Ultrasonic Probe Cable, P/N 26383, 1 each; c) 5-ft DC Pressure Cable, P/N 26339, 1 each; d) 5-ft Accelerometer & Ultrasonic Probe Cable, P/N 26340, 1 each; e) Sensor, P/N 02128, 1 each; f) Optical Eye Sensor, P/N 26447, 1 each; g) Encoder, P/N 05360, 1 each; h) BETA-LINK Battery Charger, P/N 02103, 1 each; i) High Intensity Sync light, P/N 120E-105057, 1 each; j) Tri-axial Accelerometer Sensor, P/N 86019, 1 each; k) 5-ft Curly Cable for Tri-axial Accelerometer, P/N 26437, 1 each; l) Trigger Module, P/N TM5X, 1 each; m) Magnetic Pickup, P/N M135, 1 each; n) 10-ft Magnetic Pick-up to BNC Cable, P/N 26087, 1 each; o) 20-ft Encoder Cable, TM5X to BETA-LINK, P/N 26384, 1 each; and p) Mounting Bracket for Magnetic Pick-up, P/N SPC, 1 each. No specifications, drawings, or schematics are available from this agency. Quotes or offers for equal items shall be accompanied by a product brochure that contains description, model numbers and/or part numbers, and specifications to be considered. However, in lieu of printed brochures, links to websites/web pages that provide this info is acceptable. The Coast Guard will evaluate quotes/offers and will make an award resulting from this solicitation to the responsible vendor whose quote/offer conforms to this solicitation and is determined to be most advantageous to the Government based on ability to meet basic requirements, delivery, and price. The following FAR provisions and clauses apply to this RFQ, and are incorporated by reference: FAR 52.212-1 Instructions To Offerors Commercial Items (Sept 2006), FAR 52.212-3 Offeror Representations and Certifications Commercial Items (Nov 2006), FAR 52.212-4 Contract Terms and Conditions?Commercial Items (Feb 2007), and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (May 2007). NOTICE TO OFFERORS CONCERNING REPRESENTATIONS AND CERTIFICATIONS: This solicitation contains FAR Clause 52.204-7, Central Contractor Registration and FAR Provision 52.204-8, Annual Representations and Certifications. In accordance with FAR 4.1201 prospective contractors are required to submit annual representations and certifications via the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Please ensure completion prior to submission of your quote. Also note that paragraph (b) of FAR 52.204-8, applies. Quotes or offers shall contain a statement that the ORCA requirement has been made. Closing date and time for receipt of quotes is April 13, 2007, 12:00 p.m., Eastern Daylight Time (EDT).
