Description
THIS NOTICE IS A REQUEST FOR INFORMATION ONLY AND IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS.The Department of Homeland Security Science and Technology (DHS S&T) Directorate is seeking information on the availability of existing Unattended Ground Sensor (UGS) systems.Sources able to satisfy the capabilities below are invited to submit information describing their system. The submittal will include as a minimum: 1. A description of the system with technical parameters, that clearly identifies where Commercial Off-The-Shelf (COTS) and Non-Developmental Items (NDI) have been utilized. 2. Cost and schedule estimates for a complete system to meet delivery in 3 months ARO (after receipt of order). It is requested the cost estimates be itemized clearly. 3. Past Performance: a. Summary of overall system past performance b. Specific quantities sold or fielded of the system c. Brief summary of company past performance Concept of Operation: An UGS system that can be deployed in a tactical environment. The tactical environment presents problems and constraints (i.e. covertness, mission duration) which are not appropriate for systems that aren?t sufficiently mature. The UGS system will primarily focus on detecting and tracking the targets described below. More specific details about the system and desired performance capabilities are detailed below. It is desired that a complete system will be able to perform the following functions: 1) Detect 2) Track 3) Classify (human, animal, or vehicle) Not all systems will meet the desired functions but at a minimum should be able to perform Detect and Track. A system will consist of any necessary sensor devices, communications hardware, and power sources required to operate the system and promulgate the data. The system will have to transmit wireless data to the network entry point (as depicted below). Receiver hardware will be needed at the network entry point to receive the data. Detect: o Personnel and vehicle targets o Desired capability to distinguish between single and multiple personnel o Desired capability to distinguish animal from human o Desired capability to distinguish single vehicle from multiple vehicles o List detection ranges for specific targets for each sensor modality Communications: o Transmit data 10 miles line-of-sight (LOS) from system gateway to network entry point o Vendor to supply RF receiver hardware at network entry point o Desired secure wireless communications o See Notional System Architecture diagram:(WILL BE ISSUED BY AMENDMENT) Power: o System will be able to sustain operations for 4 months minimum with approximately 50 or more detection events per day without the need to be revisited for battery replenishment. o Power harvesting techniques are acceptable. Covertness/Concealment: o It is desirable that the system can be concealed or camouflaged appropriately to prevent theft and/or damage. o Burying of system or components is permissible. Ruggedness/Environmental: o System will be able to withstand typical desert environmental conditions in southwestern US. o System will not use any materials that attract ants and system should be ant resistant (no exposed rubber components).
